Santa Clarita Valley
Kitchen Remodeling in Saugus, CA
Saugus sits in the middle of the valley's housing ages. The median home in the 91350 ZIP was built in 1989, eleven years after Newhall's median and eleven before north Valencia's. Inside that figure are whole streets from the 1960s, and a kitchen on one of them can fall under a federal paint rule that a 1989 kitchen never meets. So the first things we look up are the year on your house and the office that permits your parcel. The scope and a fixed price follow in writing.

Three starting points in one community
The Census Bureau's latest five year count puts 13,985 homes in the 91350 ZIP. The 1980s is its biggest single decade, at 24.7 percent. Another 27.5 percent went up before 1980, and 38.6 percent in 2000 or later. North of it, in the 91390 ZIP, more than a third of all homes come from the 1980s alone. ZIP lines do not trace the Saugus boundary, so read those figures as a shape, not a verdict on your street. For a kitchen, that shape means three different jobs share one community. A kitchen built this century mostly needs new cabinets, counters, light and a layout that works, with pipes and wiring that are young by any measure. A 1980s kitchen is at the age where valves, drains, circuits and original boxes all come up for a look at once, along with whether new flooring under the cabinet runs belongs in the same job. A 1960s kitchen raises a paint question before any of that.
Streets on both sides of 1978
The age of a Saugus house can change from one street to the next. Urbandale Ave and most of Wellston Dr are 1960s streets, most of Catala Ave went up in the 1970s, and the homes on Centurion Way, around Saugus High School, arrived right at the 1978 line. Newer tracts farther north came later still.
That line matters because the federal lead renovation rule covers most housing built before 1978, with limited exemptions. On a covered house, small repairs that touch only a little paint fall outside the rule, but a tear out that demolishes painted cabinets, casing or wall is covered at any size. Whether its work practices apply is settled by testing from an inspector, risk assessor or renovator holding EPA certification, and only a firm with that certification may do or offer the covered work. So the recorded year for your own parcel gets checked first.
Which counter, and what it reads
Saugus sits mostly inside the City of Santa Clarita, so a kitchen permit goes to the City's Permit Center at 23920 Valencia Blvd, with applications filed through the City's online portal. Saugus carries none of the City's three special standards districts, the overlays that add neighborhood rules in parts of Newhall and in Sand Canyon. Bouquet Canyon Road is the exception. Partway up the canyon the City line ends, and the parcels above it are unincorporated Los Angeles County, permitted by Los Angeles County Public Works Building and Safety, most likely through its Santa Clarita Valley office at 23757 Valencia Blvd, which gets confirmed for the address. Different portal, different inspectors, same crews and the same standard of work.

FAQ
Common questions
The questions we hear most often, answered plainly. If your question is not here, call us and we will answer it the same way.
Urbandale Ave is a 1960s street. What does that mean for kitchen demolition?
It means the house is likely old enough for the federal lead renovation rule, which covers most housing built before 1978. The street tells you where to look, and the County Assessor Portal shows the recorded year for your own parcel. Being covered is not the same as having lead paint, though. Small repairs that disturb six square feet or less of painted surface in a room fall outside the rule, but demolishing painted surfaces never counts as a small repair, so a kitchen tear out is covered from the first wall. Whether the rule applies is settled by a renovator's test or an inspector's report, each holding EPA certification, and only a firm with EPA certification may perform or offer the covered work. Ask for that testing, and for the firm's certification, before demolition goes on the calendar. Centurion Way homes near Saugus High sit at the 1978 line. Is a kitchen there under the lead rule?
Probably not, but that answer belongs to the parcel, not the street. The rule covers most homes built before 1978, and Centurion Way starts right at that line, which leaves no margin at all. The year on your house gets confirmed on the walk. Where the record is unclear, treat the house as covered until a renovator or inspector with EPA certification finds otherwise. How old is a typical Saugus house next to Newhall and north Valencia?
In the middle. Census estimates put the median build year at 1989 in the 91350 ZIP and 1987 in 91390, against 1978 in Newhall's 91321 and 2000 in the 91354 ZIP of north Valencia. A median hides a wide spread, though. Saugus has whole streets from the 1960s and homes finished in the last few years. Our Saugus house went up after 2000. What does a kitchen remodel usually change?
Mostly the parts you touch. In the 91350 ZIP, 38.6 percent of homes were built in 2000 or later, and in a kitchen that young the drain, the supply lines and the wiring are rarely the problem. Cabinets, counters, lighting, the backsplash tile and the way the room flows carry the budget. A look under the sink and inside the panel still happens, because a builder's minimum can come up short for the appliances you plan to add. Is a 1980s Saugus kitchen a finish update or a systems job?
Some of each, and the walk decides where the line falls. The 1980s is the largest single decade of building in both Saugus ZIPs, 24.7 percent in 91350 and 35.1 percent in 91390. A kitchen from those years has had around forty years on its shutoff valves, its drain lines and its original circuits, while the load a family plugs in has grown. That does not mean replacing everything. It means each system gets looked at and gets its own line on the quote, so you choose what to renew while the walls are open and not after new cabinets cover it. We live up Bouquet Canyon Road. Is the kitchen a City permit or a County permit?
It depends how far up you are. The lower stretch of the road is inside the City. Partway up the canyon the City line ends, and the County's own list of unincorporated areas still carries the names Saugus, Saugus/Canyon Country and Bouquet Canyon. City parcels file at the Permit Center on Valencia Blvd. County parcels are permitted by Los Angeles County Public Works Building and Safety, most likely at its Santa Clarita Valley office at 23757 Valencia Blvd, confirmed for the address. We look up your parcel before quoting, because the line does not follow what neighbors call the area.
On the County stretch of the canyon, do new cabinets and counters need a building permit?
Not on their own. County code lists cabinets, countertops, tile and similar finish work among the items exempt from a building permit where disabled access rules do not apply. Plumbing, electrical and mechanical work is another matter, and each still needs its own permit unless separately exempted. A like for like cabinet swap and a kitchen that moves the sink end up with very different paperwork.
Can any part of a Saugus kitchen be permitted online right away?
A few simple residential items can. The City's instant online permits cover work like a main panel upgrade or a water heater changeout. A remodel that changes circuits, plumbing and layout goes in as a regular application.
Want this one answered for your own project?
What is the County's version of an instant permit up the canyon?
The Express Permit. It is self issued, online only, and meant for simple residential work that needs no plan review, such as replacing a water heater, a heating or cooling unit, or an electrical panel.
Does a larger kitchen remodel near Bouquet Creek need City floodplain review?
It can. The City's floodplain page says remodels, additions and conversions within a floodplain are reviewed by the City to see whether they count as a Substantial Improvement under federal rules. FEMA maps the high risk AE zone along parts of Bouquet Creek, clearest on the upper canyon, and a lighter shaded zone on parts of streets such as Urbandale Ave, while many streets away from the creek map as minimal hazard. None of that describes your lot. We check the address on the flood map, and where it lands in any mapped zone, we ask the City's Engineering Services whether review applies before the kitchen is scheduled. Finding that out after cabinets are ordered is the expensive order of events.
Who handles water meter and service line questions for a Saugus kitchen?
SCV Water, the regional agency that holds the Santa Clarita, Newhall and Valencia water divisions. Its Santa Clarita Water Division covers parts of Saugus both inside the City and in County territory. An older company name on your paperwork does not change who to call. The crew works from your house shutoff. Questions about the meter go to them.
Is there a neighborhood overlay in Saugus that reviews a new kitchen window?
Not of the special standards kind. The City has three such districts, Happy Valley and Placerita Canyon in Newhall and Sand Canyon south of the Santa Clara River, and none of them is in Saugus. Any tract rules you signed at purchase are a separate question.
Why does a 1960s kitchen on Wellston Dr get a closer look at the wiring?
Because the circuits may be as old as the house. Most homes on Wellston Dr went up in the 1960s, when a kitchen was typically wired for far fewer appliances than a household runs now. The panel and every kitchen circuit get traced on the walk, and any upgrade is priced before a cabinet is ordered. A few homes on that street were built later, which is one more reason the house gets checked and the street average does not. Our part of Saugus joined the City after 1987. Where would an old kitchen permit be on file?
Possibly with the County. Several areas came into the City by annexation after it incorporated, North Saugus among them. Work permitted before an annexation would have gone through the County, so a past kitchen change may sit in County records, which gets confirmed for your address. When the history matters, say a previous owner moved a wall, we ask both offices about your address.
The slope in front of our Saugus house is City district landscaping. Where does the dumpster go?
On your driveway, off the planting. The City runs Landscape Maintenance District zones in Saugus, including parts of Canyon Heights, Shadow Hills and Bouquet Canyon, and those districts pay to maintain landscaping in designated areas. A roll off bin or a stack of cabinet cartons has no place on it. Where the edge between your yard and district planting is unclear, we ask before anything is staged.
Our 1960s Saugus kitchen has been repainted many times. Does fresh paint change the lead question?
No. Newer coats sit on top of the original ones, and a tear out goes through every layer at once. The question is what is in the paint being disturbed, all of it, so that is what testing looks at.
Parts of the Saugus valley floor are in a state liquefaction zone. Does that touch a kitchen?
Not a kitchen inside the existing walls. That mapping matters when new foundations go in, and a kitchen remodel builds none.
The median 91350 home dates to 1989. Should the original kitchen shutoff valves come out?
While the sink base is empty, yes. A valve that has sat untouched for decades may not close fully, or may start to weep the first time it is turned. Replacing it with the cabinet out costs little. Replacing it after the new cabinet and counter are set costs more and puts the new finish at risk.
Does a 1980s house in the 91390 ZIP need a paint test before the kitchen comes out?
Not under the federal rule, once the build year is confirmed as 1978 or later. In that ZIP, 26.4 percent of homes predate 1980, though, so the year gets checked, not assumed. Source: US Census Bureau, ACS 2020 to 2024 5-year estimates, table B25034 (year structure built), ZIP 91390
Does a County permit up the canyon change how the kitchen job runs day to day?
Only on the paperwork side. Inspections are requested through the County's online portal and the inspector comes from the County office. Crews, sequence and your single point of contact stay the same.
If our Saugus kitchen needs a bigger panel, when does that get decided?
On the first walk, not during rough electrical. The panel label, the open spaces and the loads you plan to add tell us whether the kitchen fits the service you have. If it does not, the upgrade becomes its own line on the quote, and in City Saugus a main panel upgrade is one of the items the City permits online. Wiring gets inspected before drywall closes, and cabinets go in only after that, so nothing gets torn back open to fix a circuit nobody checked.
How does a kitchen quote for a Saugus address get started?
Call (818) 276-7344 and we set a time to walk the kitchen. Before the visit we look up the recorded build year and whether the parcel is City or County. On site we open the sink base and the panel, note every surface the job would disturb, and check the flood map if the scope is large. Then a written scope and a fixed price come back to you, with each trade and each inspection placed in order. One person carries it from that first walk to the final walkthrough.
