Flooring & Staircases in Saugus, CA

A new floor in Saugus starts at the baseboard. Pull the trim in a house built before 1978 and you disturb old paint in every room, which brings a federal rule into the job unless a test by an inspector or renovator holding EPA certification says otherwise. Catala Ave, mostly 1970s, sits on that side of the line. Nearly four in ten homes in the 91350 ZIP are from this century, and there the question moves down to the slab. Both get checked before one fixed price goes in writing.

Recent work

Living room with a new wide plank floor running toward a dark wood fireplace surround and built in cabinets
Wide planks move more with humidity, so they need an expansion gap at every wall for the baseboard to cover.
Overhead view of large travertine tiles going down on a mortar bed, laid out in a repeating pattern
A pattern that mixes tile sizes is laid out dry first, because the repeat lands differently once it meets the wall.

Baseboards are the paint question

Catala Ave is mostly a 1970s street, and Urbandale Ave went up in the 1960s. On most houses built before 1978, the federal lead renovation rule counts disturbing more than a small area of painted surface in a room as renovation, and a flooring job gets there through the trim. Baseboard, shoe molding, door casing that gets undercut or pulled, and the skirt board along a stair all carry paint. Sources: Los Angeles County Assessor Portal, year of construction for each parcel, look up your own address. 40 CFR 745.103, definition of target housing, pre-1978 housing and its exceptions, eCFR current text. 40 CFR 745.83, definition of minor repair and maintenance activities, 6 and 20 square foot limits, eCFR current edition

So on an older Saugus house the build year is looked up first, and the lead question is settled before a baseboard comes off. If a risk assessor, inspector or renovator with EPA certification finds the trim below the rule's lead-based paint level, its work practices do not apply to that trim. If not, or if nothing is tested, the rule sets how each room is closed off and cleaned, work reserved for firms that hold EPA certification. Where the trim is being replaced anyway, painting the new baseboard and casing goes into the same written scope.

What sits under the old floor

Resilient flooring and the adhesives laid under it in older houses can contain asbestos, and South Coast air rules do not wait for a house to look old. A survey is required before renovation regardless of the building's age, and the one residential exception waives only the survey, only in a single unit home, and only for a small amount of asbestos containing material removed. Pulling several rooms of old sheet goods is rarely small, so samples come out of the old layers while the quote is still a draft.

Younger Saugus houses tell a different story. In the 91350 ZIP the 1980s is the largest single decade, and a larger share still dates from 2000 on. On those floors the job is mostly removing builder carpet, pad, tack strip and vinyl down to a slab or subfloor that is basically sound, then correcting flatness, because hard flooring forgives far less than carpet did. A moisture reading on the slab still comes before anything glued goes down.

Which office, if any

A floor covering is finish work. What happens beneath it may not be. Subfloor or joist repair, a floor drain that moves, or a new circuit for heated flooring can bring a permit into the job, and in City Saugus that question is answered through the Permit Center at 23920 Valencia Blvd.

On the unincorporated stretch of Bouquet Canyon Road, County code exempts carpeting, tiling and similar finish work from a building permit where disabled access rules do not apply, while plumbing, electrical and mechanical work keeps its own permits. Either way one contact runs the job, the layers come up in the right order, and the new floor goes down only on a surface somebody has measured.

FAQ

Common questions

The questions we hear most often, answered plainly. If your question is not here, call us and we will answer it the same way.

Our Saugus house is on Catala Ave. Why does pulling baseboards bring in a federal rule?

Because most homes on Catala Ave went up in the 1970s, and the federal lead renovation rule covers most housing built before 1978. Your own parcel's year built is listed on the County Assessor Portal. The rule treats interior work as minor only when it disturbs six square feet or less of painted surface per room, and pulling a painted component counts its whole surface. A run of baseboard around an ordinary bedroom, plus the door casing, passes that quickly, and a whole house floor does it in every room. Unless an inspector, risk assessor or renovator holding EPA certification finds the trim paint below the rule's lead-based paint level, its work practices set how each room is sealed, how the trim comes off and how the room is cleaned before the new floor goes in. Get that testing, and proof of the firm's certification, in hand before any trim comes off. If the baseboards stay on and the floor slides under them, is the paint rule avoided?

Less paint gets disturbed, sometimes little enough to stay minor. Undercutting painted door casings and pulling shoe molding still count toward the total, so the measured area decides, not the method.

Old sheet flooring is under our 1970s Saugus kitchen floor. What happens to it?

A piece of it goes to a lab before anybody lifts it. The South Coast air district requires an asbestos survey before renovation or demolition whatever the age of the house, and that survey requirement drops away only in a single unit home where less than 100 square feet of asbestos containing material is removed or stripped. A kitchen plus a hallway of old sheet goods can pass that. Positive samples go to a licensed abatement contractor, and the new floor is scheduled behind that removal, never in front of it. About 38.6 percent of 91350 homes date from 2000 or later. What does a floor job look like in one?

Mostly removal and flatness. Builder carpet, pad and tack strip come up, along with any sheet vinyl, and the slab or subfloor underneath is usually in fair shape for its age. The work that matters is measuring flatness, because plank and large tile show the dips carpet hid, and reading slab moisture before anything glued goes down. The same ZIP counts 3,449 homes from the 1980s, its largest decade, and those floors sit on concrete and plywood with about twice the years on them. Parts of the Saugus valley floor are mapped for liquefaction. Is that why our slab cracked?

Probably not. The state liquefaction zone describes how ground could behave in a strong earthquake, not everyday wear. Cracks in a house slab usually come from shrinkage or minor settlement. We measure the width, check whether both sides sit level, and choose an underlayment that tolerates it. A crack with one edge higher than the other gets looked at before anything covers it.

Up the canyon in County territory, does new carpet or plank need a permit?

Not a building permit. County code exempts carpeting, tiling and similar finish work where disabled access rules do not apply.

In City Saugus, when does a flooring job end up at the Permit Center?

When the scope reaches below the finish: subfloor or joist repair, a relocated floor drain, a new circuit for heated floor. You hear which parts need a permit before the price is set.

Wellston Dr mixes 1960s homes with later ones. Does a new floor there always start with a paint test?

Only when the house predates 1978. Most of Wellston Dr is from the 1960s and a few homes came later, so your parcel's own year gets looked up before anyone plans a test around the trim.

Want this one answered for your own project?

Are there really prewar houses in the Saugus ZIPs?

A few. The Census count shows 73 homes in the 91350 ZIP and 251 in 91390 built in 1939 or earlier. The table does not say where they are, and the 91390 ZIP reaches past the tracts into the canyons. In a house that old, the floor framing gets checked from below wherever there is a crawl space, because a new floor laid over tired joists inherits every dip. Can the old floor in a 1960s Saugus house be covered over instead of pulled up?

Sometimes. On an older house that can be the sensible call. A floating floor over sound, flat resilient flooring leaves the old layer undisturbed, as long as nothing is sanded, scraped or cut. The trade offs are extra height at doors and thresholds, and a buried layer someone will meet again one day.

We want wood treads on the carpeted stairs of our 1970s Saugus house. What else is involved?

The paint on the stairs. Skirt boards, stringers and risers in a house that age are usually painted, and fitting treads means cutting and pulling at exactly those edges. So the stair belongs in the same lead question as the rest of the trim. Past that, it is carpentry: the old nosing comes off, each tread is fitted to a stair that is rarely square, and the risers are faced or replaced.

Does slab moisture still matter in a Saugus house from the 2000s?

Yes. A young slab lowers the odds of a problem, not the need to measure. A reading costs little next to a glued floor that lifts.

The 1980s is the most common decade in the 91390 ZIP. Is concrete that age flat enough for plank?

Close, rarely perfect. Plank wants a flatter surface than carpet ever needed, and decades of minor movement show up as dips and humps once a straightedge crosses the room. Grinding a high spot or floating a low one is a normal line on quotes for houses that age, and each correction is measured and priced before material is ordered.

Can we stay in our 1970s Saugus house while the trim comes off?

That depends on what testing by an inspector or renovator holding EPA certification finds. Where the trim is found below the rule's lead-based paint level, a room by room plan works with ordinary dust control. Otherwise the rule's containment keeps the household out of each work area until its cleanup has been checked, so phasing the rooms matters more.

There is hardwood under the carpet in our 1960s Saugus house. Can it be refinished?

Possibly, and two checks come first. The trade check is thickness: enough wear layer left above the tongue to take a sanding, and boards that are not cupped from an old leak. The rule check is the finish itself. In the federal definition, lead-based paint includes other surface coatings, not only paint, so on a house built before 1978 the lead question for that finish is settled before a sander touches it. If both checks pass, refinishing keeps a floor the house already paid for. If a test by an inspector or renovator holding EPA certification does not clear the finish, the rule governs how the sanding is done and how the dust is contained and cleaned, and only a firm with that certification may do it.

Our Saugus two story has plywood subfloor upstairs. Glue the new floor or float it?

Either works over sound plywood. Loose spots get screwed down first, since no finish floor fixes a squeak laid under it. A floating floor is quicker and easier to change later. A glued floor feels more solid underfoot and sounds quieter below.

We are pulling the toilets for new bathroom floors. What if a supply stop will not shut?

Then the house shutoff takes over, and the failed stop is replaced before the toilet goes back. If the house valve will not hold either, meter questions go to SCV Water, whose Santa Clarita Water Division covers Saugus.

What if a proper test clears the trim in our 1960s Saugus house?

Then the rule's work practices do not apply to the components that test covered, and the trim comes off with normal dust control. A proper test here means one by an inspector, risk assessor or renovator holding EPA certification.

The 91350 table counts 674 homes built in 2020 or later. Why would a floor that new be replaced?

Usually it is a choice, not a failure: carpet in rooms the owner wants as hard surface, or a builder plank that scratches easily. The slab is young, so flatness and moisture checks go quickly, and the trim is outside the federal paint rule entirely. Source: US Census Bureau, ACS 2020 to 2024 5-year estimates, table B25034 (year structure built), ZIP 91350

Should the floor wait for our Saugus kitchen remodel?

Decide the order before either is bought. Either the new floor runs under the new cabinets, or it stops at the new cabinet line, and each choice changes what gets ordered first. Planning the two together with the kitchen scope for the same house saves pulling one to fix the other.

How does plank meet new bathroom tile at a Saugus doorway?

At a height worked out before either goes down. Tile over backer and plank over underlayment rarely finish level, so the transition is planned, and where tile in the bathroom is part of the job, the two are set to meet cleanly under the door.

What does a Saugus flooring quote cover?

Before the visit, the recorded build year for your parcel and whether it is City or County. On site, the trim and any old sheet flooring get flagged for the lead and asbestos questions if the house calls for them, the slab or subfloor is measured for flatness, and a slab gets a moisture reading. The quote then lists removal, surface correction, underlayment, installation and trim as separate lines at a fixed price. One person runs it from the first walk to the final walkthrough.
