Santa Clarita Valley
Flooring & Staircases in Newhall
Flooring in Newhall is a question of what is already down there. More than half the homes in the 91321 ZIP predate 1980, while less than a third of Santa Clarita's housing does, so a floor here may sit on layers put down decades apart. Each one is identified before it is torn up. After that, the job turns on who lives on the floor: a Friendly Valley owner who needs flat, quiet transitions, or the owner of a designated historic house. One layer at a time. Nothing guessed.

Newhall's floors sit on more history than the rest of the city
The City's draft Housing Element puts less than one third of Santa Clarita's housing before 1980. The 91321 ZIP runs the other way. In the Census Bureau's 2024 estimate 53.8 percent of its homes are from before 1980, and the 1960s and 1970s together account for 4,674 of its 11,338 housing units. The floor you walk on may not be the first floor that room ever had: carpet over sheet vinyl, vinyl over wood, plank floated over tile by some earlier owner in a hurry. Pulling those layers is where the rules come in. South Coast AQMD Rule 1403 asks for an asbestos survey before renovation, and only that survey requirement falls away, for a one unit house pulling up a small quantity of asbestos bearing material. Old resilient flooring with its adhesive is a standard thing to sample. Painted baseboard and shoe molding in most houses built before 1978 bring the federal lead renovation rule into it when the trim comes off. So a Newhall flooring estimate starts with asbestos samples, and the trim waits for a lead determination. Friendly Valley: one level, one flat floor
Friendly Valley homes are single level, so every room already shares one floor plane. That is worth protecting. The aim is a continuous surface from the bedroom to the kitchen with no raised thresholds, no throw rugs needed for warmth or quiet, and nothing a walker wheel or the tip of a cane can catch on.
A low profile vinyl plank with a matte wear layer, or engineered wood with a hard finish, suits that brief. Deep pile carpet and polished tile work against it. Where two materials meet, the heights get matched before anything is ordered, so the change is a flush strip underfoot and any real change in level is marked with a contrasting edge you can see.
Designated homes, Old Town lots and floors worth keeping
A Newhall house is a City historic resource only if its owner has nominated it. On one that is designated, carpeting and hardwood or tile flooring are among the interior finish items the Director may exempt from the minor use permit, as long as the work leaves historic integrity intact. That answer gets confirmed with the City before boards are delivered.
On a small Old Town parcel the practical questions come first: where the delivery truck stops, where boxes of flooring sit inside the house to acclimate, and where the old layers go. An interior floor gives the specific plan very little to review. A new sliding door out to the yard does, and that belongs in the conversation early.

FAQ
Common questions
The questions we hear most often, answered plainly. If your question is not here, call us and we will answer it the same way.
How does Newhall's housing age compare with the rest of Santa Clarita for a flooring job?
Newhall runs opposite to the city average. The City's draft Housing Element says less than one third of Santa Clarita's housing units were built before 1980. In the 91321 ZIP the Census Bureau's 2024 five year estimate puts the share at 53.8 percent, with 2,611 units from the 1960s and 2,063 from the 1970s. A flooring job here is more likely to meet old sheet goods, old adhesive and painted trim than the same job in most of the city. None of that makes the work harder to finish. It makes the first step a sample, and it puts the result in your written scope before the old floor comes up. What might be under the carpet in a 1960s Newhall house?
Anything from bare plywood to old sheet vinyl to a wood floor nobody has seen in years. We lift a corner inside a closet or at a floor register on the walk, so the estimate is written from what is there.
Old sheet vinyl in our Newhall kitchen: does it need a survey before it comes up?
Probably. Rule 1403 asks for an asbestos survey ahead of a renovation, and the one exception to that survey is a residence with a single dwelling unit where the asbestos containing material removed or stripped totals under 100 square feet. A condominium or townhouse does not qualify, and a kitchen and breakfast area of old sheet vinyl can pass that line. The survey is a few samples of the vinyl, its backing and the adhesive, sent to a lab. If they come back clean, the old floor comes up the normal way. If they do not, a licensed abatement contractor removes it first and the room is cleared before our installers arrive. You see both paths priced before the job is approved, so the result changes the order of work and not the honesty of the quote. Does pulling painted baseboard in a pre-1978 Newhall house bring in the lead rule?
It can. The federal renovation rule applies to most houses dating from before 1978 and reaches interior work that disturbs more than six square feet of painted surface within a single room. Baseboard and shoe molding around one ordinary room can add up past that. A test on the trim decides it, provided an EPA certification holder does it as inspector, risk assessor or renovator: trim found lead free comes off outside the rule, and otherwise the rule sets how the trim is removed and how the rooms are cleaned afterward, and the firm pulling it needs EPA certification. Get that answer before the flooring is scheduled, because it changes the first day of the job. Could there be a wood floor worth refinishing under old carpet in Newhall?
There could. If a peek at a closet shows one, we check its thickness, how many times it has been sanded and what finish is on it before recommending a refinish over a new floor. An old finish is a coated surface too, so the lead question applies before it is sanded.
What flooring works for a Friendly Valley owner who uses a walker?
A firm, matte surface that rolls easily and does not glare. Low profile vinyl plank and engineered wood both fit, laid over a thin underlayment that keeps the floor from feeling hollow. The details matter as much as the material: flush transitions at every doorway, no raised reducer strips, a finish that does not turn slippery when a spill sits on it, and a tone that shows the edge of a step. Deep carpet drags on walker legs and wheels, and glossy tile shows every light as a bright patch that can hide a wet spot. We bring samples to the house and let the walker try them.
Is carpet ever right in a Friendly Valley bedroom?
Sometimes. A low, dense loop over a firm pad is warm and quiet and still lets wheels roll. Thick plush over soft padding is the one to avoid.
Should the kitchen, hall and bedrooms of a Friendly Valley home share one floor?
For most single level plans it is the simplest way to keep the whole house flat. One material, one height, no transitions to trip on. Where a bathroom needs a wet area floor, the change happens at the door with the heights matched. Some owners still want carpet in a bedroom for warmth, and that can work with the edge planned carefully.
Want this one answered for your own project?
Is vinyl plank loud underfoot in a single level home?
Over a bare subfloor it can sound hollow. A dense underlayment and a thicker plank take most of that away.
Our Newhall home is a designated historic resource. Does new hardwood need a minor use permit?
Maybe not. Alterations to a designated resource normally go through a minor use permit, and the City's historic resources chapter lets the Director exempt carpeting and hardwood or tile flooring when the work does not affect historic integrity. A new floor that suits the house, in a room where nothing original is being lost, makes that easy. Removing an original floor the house is known for is a different request. We raise it with the City before ordering.
Is refinishing an original floor in a designated home the same kind of exempt work?
Refinishing is finish work on the original material, which fits that list well, but the Director still makes the call. Asking first costs nothing.
Does the Old Town specific plan care about an interior floor?
Not on its own. The plan reviews what changes the building from outside. A floor that stays inside the walls leaves it nothing to measure.
What if the new floor runs out through a new sliding door in an Old Town house?
Then the door is the part the plan cares about. A new opening changes the outside of the house, so it gets drawn and checked against the plan's style guidelines, and tile for the step outside that door gets chosen with the same eye. The floor inside simply waits for the opening to be framed and inspected.
Where does flooring get stored on a small Old Town lot?
Inside the house, in the rooms where it will go. That is where it has to acclimate anyway. The delivery gets timed so boxes move straight from the truck to the room, and old material leaves in bags or a small bin placed where the lot allows.
Old Town ranch homes south of Lyons Avenue sit on large lots. Does that change a flooring plan?
It can change the numbers. The specific plan describes early ranch style homes on large lots there, and a larger house on one of those lots means more square feet of old flooring coming up at once, which can pass the survey line for asbestos containing material sooner. Older houses that were added onto over the years may also carry more than one kind of subfloor under one roof, so the walk checks each wing.
Can removing an old floor in a Newhall house stop the flooring job partway?
Only if nobody tested first. That is why the samples come before the schedule.
Can new flooring float over old vinyl so nothing gets disturbed?
Sometimes a floating floor over sound, flat vinyl is a fair choice, and it avoids tearing up the old layer. It still gets cut at door jambs and trimmed at the walls, and it adds height at every threshold. We weigh that against removal with you, with the sample results in hand.
Do Placerita Canyon and Happy Valley homes need a tougher floor at the back door?
Often they do. Both districts allow horses and similar large animals under the City's rules, and a house that sees boots from a corral or barn needs a hard wearing, easy to clean floor where that traffic comes in. Porcelain tile or a heavy commercial wear layer vinyl at the entry, with a proper walk off area, keeps grit from grinding down the wood further in.
When does the new floor go in if the house also needs paint?
Walls and ceilings get painted first, while there is no finished floor to protect. The floor goes in next, then baseboard is installed and gets its final coat. Planning the paint on the walls and trim and the flooring as one job keeps anyone from touching up the same wall twice.
How should flooring meet a curbless shower in a Friendly Valley bath?
Flush at the bathroom door, with a water resistant floor in the bath itself and the slope handled inside the shower area. The hallway floor and the bath floor end at the same height.
What floor finish hides scuffs from a walker or wheelchair?
A mid tone matte finish with some visible grain or pattern. Very dark and very glossy floors show every mark.
What happens on a flooring walk through a Newhall home?
We note the year the house was built, lift a corner where it will not show, look at the trim that has to come off, measure the rooms and the height at every doorway, and ask who uses the floor and how. We also check whether the house is designated. Then the scope and a fixed price come in writing, with the sampling and any abatement shown as their own lines.
