Painting in Newhall

Painting a house in Newhall starts before the first scraper comes out. More than half the homes in its ZIP were built before 1980, so older paint under the current coat is a real possibility, and federal rules decide how it may be disturbed and by whom. Old Town houses carry named architectural styles a color scheme should respect. A designated historic house has its own exemption path for exterior paint. Those questions get answered before a ladder goes up.

Old paint under the new coat

Census estimates for ZIP 91321 put about 54 percent of homes as built before 1980, and roughly one in eight before 1960. That is a higher share than Canyon Country, Stevenson Ranch, Valencia, Castaic or Saugus show. Because the Census counts by decade, it cannot say exactly how many predate the federal lead paint line, but it makes plain that an older coating hiding under the current one is ordinary here. Intact paint sitting on a wall is not what the federal renovation rule regulates. Disturbing it is. In most homes put up before 1978, sanding, scraping or cutting painted surfaces beyond small set areas brings in the rule's work practices, and the rule requires the firm doing that work to hold EPA certification. So before prep on an older house, arrange a lead determination from a renovator, inspector or risk assessor who holds EPA certification, and ask the painting firm for its own. That determination decides which rules the prep runs under. Colors that suit an Old Town house

The Old Town Newhall Specific Plan names five architectural styles in its guidelines, Western Victorian and Craftsman among them, and its code applies to remodels in the plan area. A new color scheme that rides along with a remodel is part of a project the plan already covers. Whether a plain repaint with a big color change needs a planning look is a question for the City before the crew is booked.

Even where no review applies, the style is the most useful guide to a scheme. Craftsman houses carry wide trim and exposed rafter tails that want a body, trim and accent split. Western Victorian houses have far more trim to pick out and far more hand brushing. Monterey and Mediterranean houses lean on a quieter wall color, with rails, shutters or doors carrying the contrast. Samples go on the actual wall, in the light they will live in.

Designated houses, oaks and canyon lights

City historic designation is up to the owner, so an old house is not automatically under historic review. Where a house is designated, exterior painting is one of the routine items the Director may exempt from the minor use permit, as long as it will not affect historic integrity. A color far from the house's period is worth raising with the City before the paint is mixed.

Two other Newhall rules surprise people on a paint job. An oak branch resting on the eave is not a painter's cut. The code allows small limbs to come off with no permit, and for single family homes, bigger pruning can proceed if the owner hires an arborist the City has approved. Anything beyond that needs a City oak tree permit. And for Placerita Canyon, the district's lighting standard for new development calls for top shielded fixtures, a good guide for a new porch or wall light. Where the siding needs more than a few boards first, a fuller renovation of the Newhall house may be the right frame for the work.

FAQ

Common questions

The questions we hear most often, answered plainly. If your question is not here, call us and we will answer it the same way.

How many Newhall homes are old enough to raise the lead paint question?

A lot of them. Census Bureau 2024 five year estimates count 6,103 of 11,338 housing units in ZIP 91321 as built before 1980, about 53.8 percent, and 1,429 before 1960, about 12.6 percent. The prior year's release showed nearly the same share, so this is not a blip. The Census bins by decade and has no 1978 cutoff, which means the count of homes predating the federal lead paint line sits at or below the pre 1980 figure, not above it. For painting, it means the lead question comes up on ordinary jobs here, not only on rare ones. What does the federal rule require before prep on a pre 1978 house?

It turns on how much painted surface gets disturbed, and how. The rule's definition of minor repair and maintenance stops at 6 square feet of painted surface per room inside and 20 square feet outside, and it never covers window replacement, demolition of painted surfaces, or the paint removal methods the rule restricts. Past those limits, the renovation work practices apply. A separate section says a firm may not perform, offer or claim to perform that renovation work without EPA certification. A full exterior repaint with real scraping disturbs far more than 20 square feet, so on an older Newhall house a lead determination from a renovator, inspector or risk assessor who holds EPA certification sets the rules for the whole job, including who is allowed to do the prep. Sources: 40 CFR 745.83, minor repair and maintenance thresholds of 6 square feet interior and 20 square feet exterior. 40 CFR 745.81(a)(2)(ii), firm certification required to perform, offer or claim renovation, effective 22 April 2010

Is sound old paint a problem if nobody touches it?

Sound old paint that stays put is outside what the renovation rule regulates. The rule is about disturbing it.

Should the paint be tested before I collect painting quotes?

Yes, by a renovator, inspector or risk assessor who holds EPA certification. The result changes the prep method and who may do it, so a quote written before it is a guess.

Does a repaint in Old Town Newhall need City review?

Paint on its own is the gray area. The Old Town Newhall Specific Plan's applicability language names new construction, remodels, conversions and new uses in the plan area, and its guidelines name the styles exterior work should fit, from Craftsman to Monterey. It does not single out a color change. So if a scheme is a big departure for the house, ask City planning before booking a crew. A repaint that comes with new windows, a rebuilt porch or other exterior remodeling is part of a project the plan covers, and the colors belong in that design from the start.

What colors suit a Craftsman house in Old Town?

Colors that let the woodwork show. Craftsman houses are built around trim, brackets, rafter tails and porch columns, so a scheme usually splits into a body color, a trim color that outlines the woodwork, and an accent for the door and sash. Earthy, mid tone bodies are traditional, but the real test is a large sample on the actual wall at different hours. The plan lists Craftsman as one of its styles, which makes getting that split right worth a second sample.

Why does a Western Victorian take more labor to paint than a stucco ranch?

More pieces. Turned posts, spindles, layered trim and window casings all need hand brushing, caulk and careful cutting in, and every color change multiplies the edges.

What about the Monterey and Mediterranean houses on the plan's style list?

Both lean on a calm wall color. On a Monterey house the upper balcony, its railing and its posts carry the contrast. On a Mediterranean house it tends to be the doors, ironwork and window trim against a plastered or stuccoed wall. Prep on those walls means crack repair and primer wherever the surface has gone chalky.

Want this one answered for your own project?

My house is a designated City historic resource. Does exterior painting need a minor use permit?

Possibly not. The City code lets the Director exempt exterior painting of a designated resource from the minor use permit when the work will not affect historic integrity. The exemption is the Director's decision, not automatic, so the scheme gets described to the City before work starts. Matching the existing colors is the simplest case. A scheme that changes the character of the house is the one to ask about early.

Is my Newhall house under historic review just because it is old?

No. The owner has to start designation. Age alone does not put a house under City historic review.

Can the painters cut back the oak branches touching the house?

Not freely. City code requires an oak tree permit for most cutting and pruning. The exemptions cover small limbs, very small trees, and, for a single family house, pruning overseen by an arborist the owner hires and the City has approved. Prep and painting work around the branches until the right path is confirmed.

Does a paint job count toward the fire zone wall covering limit?

A repaint does not replace wall covering. Replacing rotten siding boards or large stucco sections before paint is different. On a parcel in a mapped City Fire Hazard Zone, the City counts replaced or repaired wall covering across a year, and past a set share the whole wall covering, old and new, has to meet the wildfire code. That repair list gets measured and phased before it quietly grows into the whole house.

We want new porch lights with the paint job in Placerita Canyon. Is there a rule?

There is a district standard. For new development it asks that residential exterior lights be top shielded, with hoods keeping light from reaching neighboring parcels. A shielded fixture meets it either way. Choose fixtures before the wall gets painted around them.

Our Happy Valley fence is getting painted too. Does the district care?

Replacing or altering it is the part to watch. The district lets an existing fence or gate stay legal nonconforming until it is demolished or modified, so if boards, posts or the gate itself are changing before the paint goes on, check with City planning first.

Does the City's Community Preservation focus on East Newhall matter for a paint job?

It can be why one gets started. The public review draft of the City's Housing Element named East Newhall and Old Town Newhall as priority areas for proactive Community Preservation, which deals with property maintenance and code compliance. Failing exterior paint is the kind of maintenance an owner may want to get ahead of. On a house built before 1978, a repaint that follows the lead rule handles it without creating a new problem.

An older Newhall house may have wood siding. How does that change the prep?

Wood siding moves with heat and moisture, so failed caulk gets cut out, loose boards get refastened, soft spots get probed for rot, and bare wood gets primed before any finish coat. On a house built before 1978 every one of those steps can disturb old paint, so the lead determination comes first, and the prep method and who may do it follow from it.

What about plaster walls inside an older house?

An older house may have plaster where a newer one has drywall. Plaster cracks along lath lines and at corners, and patches need a compatible material and a primer so the repair does not show through the finish. Sanding old painted plaster counts as disturbing paint under the federal rule, the same as outside.

Do small Old Town parcels change how an exterior gets painted?

They change the protection. On small parcels the next house can be a short reach from your wall, so sheeting, drop cloths and spray decisions get made with the neighbor's windows, car and garden in mind. Spraying often gives way to brush and roller on the tight side.

Can old wood windows on an older Newhall house be painted without replacing them?

Often. Sash that still works can be reglazed where the putty has failed, primed and painted. Friction surfaces on old windows are where old paint wears into dust, so on a house built before 1978 the lead determination matters most there, and scraping lead painted sash is work the federal rule reserves to a firm with EPA certification. Where the frames are too far gone, replacing the windows on a Newhall house is its own scope with its own rules.

Can rotted Craftsman trim be repaired before painting?

Often. Soft spots get cut out and patched, and only boards past saving get replaced with a matching profile, so the brackets and rafter tails keep the shapes that make the house Craftsman. On a house built before 1978, the lead answer comes before any cutting.

Why start a Newhall paint job with the address and not the color?

Because the address answers the rules. It tells us whether the house sits in the Old Town plan area, whether it is a designated historic resource, whether it is in Placerita Canyon or Happy Valley, and what the records say about when it was built. The color conversation goes better once those are known.

What goes on a written painting quote for a Newhall house?

Every elevation by name, the prep method for each surface, the primer and finish products, the number of coats, and what happens around oaks, lights and fences. On a house built before 1978 the lead determination has to be in hand first, since it decides which prep methods apply and who may do them. Prep and paint are priced as separate lines, and the total is a fixed price in writing. You know exactly what is being done, and in what order, before a ladder goes up.
