Windows in Newhall
Window work in Newhall starts with counting. If your parcel is in a mapped City fire hazard zone, replacing more than half the windows and doors on the house within a year brings every one of them under the wildfire code. Newhall also has more pre-1980 homes, by share, than Valencia or Saugus, and in most housing from before 1978, EPA's lead rule covers replacing windows whatever the size. Old Town houses sit under a specific plan with its own style list. The house gets counted before any order goes in.

The half rule in a mapped fire zone
The City's building code has a section written just for window and door replacement in a Fire Hazard Zone. Once the windows and doors being replaced add up to more than half of the total on the building, all of them have to comply with the California Wildland Urban Interface Code, including the ones you meant to keep. The count is cumulative over any one year period, so two small orders a few months apart get added together.
That changes how a job gets planned. Replacing the four worst windows on a west wall is one project. Replacing most of the house, or finishing the rest next spring, can become replacing all of it to the wildfire standard. None of this applies unless the parcel is actually mapped, and nobody should guess about that. The address goes into the City's current map before a single opening is measured.
Older frames, older paint
Census estimates for the 91321 ZIP put more than half its homes before 1980, well ahead of the Valencia, Saugus and Canyon Country ZIPs. An older house may have original frames, wood sash painted shut, or sills that have taken water for decades. A close look at the sash and sills, inside and out, shows which of those you are dealing with.
Age also brings in the federal lead renovation rule for most houses put up before 1978. Most small paint disturbances get a size allowance under that rule. Window replacement does not, because EPA's definition of minor repair leaves it out, so replacing windows in covered housing is renovation at any size. The rule requires the firm doing covered work to hold EPA certification and to follow its work practices. Only a determination by someone with EPA certification in the role of inspector, renovator or risk assessor shows whether the rule reaches the components being replaced, so request that and the firm's certification before the job is scoped. Old Town and historic homes
The Old Town Newhall Specific Plan applies to remodels as well as new buildings, and its guidelines name the architectural styles it expects in the plan area. A window that changes size, pattern or placement on a street facing wall changes the style of the house, so it gets checked against the plan before anything is ordered.
Historic designation is a separate and narrower question. In Santa Clarita only the owner can start it, so a house is not a City historic resource just because it is old. A designated house is different, and on one of those, repairing original sash deserves a price beside replacement.

FAQ
Common questions
The questions we hear most often, answered plainly. If your question is not here, call us and we will answer it the same way.
If our Newhall house is in a mapped fire zone, can we replace only some of the windows?
Yes, up to a point, and the point is half. Section 118.3.4 of the City's building code says that in a Fire Hazard Zone, when the number of windows or doors being replaced is more than 50 percent of the total on the building, every window and door on the building has to comply with the California Wildland Urban Interface Code. The count runs cumulatively over any one year period. So a house with twenty openings can take new units in ten of them without pulling the rest along, and an eleventh inside the same year changes the whole job. Count every window and every exterior door, the patio slider and the side door included, before choosing which ones go first. Plan check reads the final count for your house. None of this reaches a parcel outside a mapped zone. Does that one year count start over every January?
No. The code says any one year period, so it rolls. An order in October and another in March land in the same count.
How do we find out whether our Newhall address is in a mapped City fire hazard zone?
Look the parcel up on the City's current Fire Hazard Severity Zone Map, not an old listing. The City adopted a new 2025 map, so an answer from a few years back may not match the one in force. That lookup comes before any window is priced.
Do the doors count toward the half?
Count them in. The section is written around windows and doors together, so a new patio slider and a new front door belong in the tally.
Does a retrofit window count as a replacement for the fire zone tally?
Treat it as one. A retrofit leaves the old frame in the wall, but a new unit still goes into the opening, and the section counts windows being replaced.
Are Newhall homes really older than the homes in Valencia and Saugus?
By the census numbers, yes. American Community Survey estimates put 53.8 percent of housing units in the 91321 ZIP before 1980 and 12.6 percent before 1960, a larger share than the ZIPs for Saugus, Canyon Country, Valencia, Stevenson Ranch or Castaic. ZIP lines and community lines do not match exactly, and 1980 is only the nearest census cutoff to the 1978 lead paint line, but the picture is clear. For windows, it means a good share of Newhall houses may still have original frames, and more of them are likely to fall under the federal paint rule than houses in the newer parts of the valley. What does the federal lead rule mean for replacing windows in a pre-1978 Newhall house?
More than it means for most paint work. EPA's renovation rule lets small jobs off when they disturb no more than six square feet of paint in a room inside or twenty square feet outside, but the same definition says that allowance does not apply where the work involves window replacement. So swapping windows in most housing from before 1978 is covered renovation whatever its size. The rule puts the requirement on the firm, which has to hold EPA certification, and it rules out certain ways of removing paint from trim and sills. A finding that the components have no lead-based paint, which only a renovator, a risk assessor or an inspector holding EPA certification can make, is what takes the job outside the rule, so ask for it, and for the firm's certification, before scoping. Our Old Town house is under the specific plan. Can we change the window style?
Check the plan first. It applies to remodels and conversions, not only new buildings, and its guidelines list the styles expected in the plan area, Western Victorian and Craftsman among them. Trading tall narrow windows on a Victorian front for a wide slider changes exactly what the plan is trying to keep. The same trade on a back wall nobody sees from the street is a smaller conversation.
Want this one answered for your own project?
Is my Newhall house a historic resource just because it is old?
No. City historic designation starts only with a nomination from the owner, so age alone does not put your windows under historic review.
Our home is a designated City historic resource. What changes for windows?
The process, and possibly the product. Renovating or altering a designated resource needs a minor use permit, and the City charges no entitlement fee to review it. The Director can exempt a short list of routine items, exterior painting and like for like reroofing among them, when historic integrity is not affected, so ask early whether any part of your window scope qualifies. Such an owner may also ask the Director, who has discretion, to allow the California Historic Building Code, and can pursue a Mills Act contract that can ease property taxes. Original sash on a house like that is worth a repair price before anyone writes a replacement order.
Our older house still has wood sash windows. Should they be repaired or replaced?
Look at the wood before deciding. Sash with sound rails and only loose glazing or broken cords can often be repaired, weatherstripped and paired with a storm panel. Rot through the bottom rail, or a frame gone soft at the sill, usually points to replacement. In most housing from before 1978, repair that disturbs more than the small paint allowance falls under the same federal rule, so a lead determination comes first either way, made by an inspector, a renovator or a risk assessor with EPA certification.
Can the installer trim an oak limb that rubs the upstairs window?
Not on the installer's own call. The City oak code exempts small limb pruning, and at a single family home a City approved arborist hired by the owner can oversee pruning. A larger cut needs a City oak tree permit, so the limb gets settled before install day.
We are replacing the back door in Placerita Canyon. Does the porch light have to change?
If the fixture is being replaced or moved, pick one that fits the district. For new development, Placerita Canyon's standards call for top shielded exterior lighting on residential parcels, with hoods that keep light off neighboring lots, and a shielded fixture meets that standard whether or not it reaches your job. A door swap is a sensible moment to retire an old bare bulb fixture, and the wiring for it fits in the same visit.
Is the Metrolink line a reason to pick laminated glass for an Old Town house?
If the trains are what you hear, it can be. The Newhall station on the Antelope Valley line sits at 24300 Railroad Avenue, right by Old Town. Laminated glass cuts sound better than standard dual pane, and sealing the gap around the frame matters as much as the glass. Say noise is the goal and the specification changes.
There is a big picture window on our ranch house south of Lyons Avenue. What should go in it?
Treat it as one window in the count and possibly the biggest heat source in the room. The specific plan describes early ranch homes on large lots south of Lyons Avenue, and if your wide fixed pane faces the afternoon, low solar gain glass does most of the work. If the parcel is in a mapped City fire hazard zone, a large pane also belongs in the wildfire code conversation.
Can we switch a slider to French doors onto a new patio?
Usually. It is more than a window swap, though. French doors often need a wider or taller opening, which means a new header sized for the load and a threshold that meets the new patio or deck outside. In a mapped fire zone the new doors count in the tally, and in the Old Town plan area a change visible from the street gets checked against the plan.
Who issues the permit for windows on a Newhall house?
The City of Santa Clarita. Newhall is inside city limits, so building permits and inspections here run through City Building and Safety.
Will new windows in an older Newhall bedroom still meet escape rules?
The escape opening gets checked against the code whenever a bedroom window is replaced, and older houses need care there. An older house may have bedroom windows that are small by today's standard, and a retrofit frame trims the clear opening a little more. Each bedroom window gets measured before a method is picked, and plan check settles what the opening must provide.
What happens to old stucco around a full frame window?
Older stucco rarely matches new texture on the first try. Full frame work cuts back to the rough opening, so the patch has to be feathered and textured to blend, and often the whole elevation gets repainted so the repairs disappear. Painting that wall once the windows are in is worth pricing in the same scope.
Can we spread a Newhall window job over two years?
Outside a mapped fire zone, stage it however the budget likes. Inside one, the one year count shapes the plan. Phases more than a year apart are counted separately under the way the section reads, though plan check has the final word on your house. Whether splitting is wise is a different question. Units that meet the wildfire code protect the house better, so on a mapped lot the whole house at once deserves its own price. Either way, order the product line with matching in mind, since lines change.
We live in Friendly Valley. Which windows are easiest to live with?
Friendly Valley is a 55+ community of about 1,290 single level homes, where owners own the home and the land. For an owner planning to stay, a crank casement or a light gliding slider is easier on the hands than a stiff double hung, and a lock within easy reach matters. Ask whether any community rules cover exterior appearance before ordering.
What gets checked before a Newhall window job is priced?
The map, the count and the wall. The address goes into the City's current fire hazard map, and every window and exterior door gets counted and measured with its orientation noted. The parcel gets checked against the Old Town plan and for historic designation. The sills and framing get a close look, and for a pre-1978 house the lead finding comes before the scope is written. Then you get a written scope naming the product performance and the method for each opening, a fixed price before work starts, and one person from the first measurement to the final inspection. Nothing hides behind the trim.
