Decks and Patios in Newhall
A Newhall yard rarely comes empty. There may be an oak older than the house, a neighbor's horses past a Placerita Canyon rail, or an Old Town lot near where two creeks join the South Fork of the Santa Clara River. Each of those shapes where a post can land, which way a light can shine, or where water can run. So the deck is drawn around the yard you actually have. The scope and fixed price you get in writing already count the tree, the lot and the wall the boards will meet.

Every oak counts here
Oaks are part of how Newhall looks. The Old Town Newhall Specific Plan describes large stands of them scattered through the community, and Happy Valley's district code talks about streets lined with big oaks and no curbs. The City's oak ordinance treats all of them alike at the start: an oak is protected regardless of its size, and cutting it, most pruning and encroaching on the ground around its trunk take a City oak tree permit, with narrow exemptions the City confirms. For a deck, the inner half of that protected ground is where footings cannot go without a permit, and where the lot holds a single family home, the outer half is minor encroachment the code exempts. It reaches out past the canopy, so a platform that looks well clear of the branches can still drop two posts inside it. The answer usually lives in the framing. A beam can carry the deck over the roots with its piers stepped back past the line, and a patio can shift to the side of the house the tree does not reach. The trunk gets a tape around it before the drawing starts, because its size sets the permit path.
Two districts with their own rules
Two of the City's three special standards districts sit in Newhall, and both reach the back yard. Placerita Canyon's exists to protect a secluded, rural equestrian character. Its standards for new development ask for top shielded exterior lighting on homes, and it lets horses live on lots smaller than most people expect. A deck there gets lit from under the rail cap and fitted to the corral, not the other way round.
Happy Valley's district was written to keep a rustic California ranch neighborhood of single family homes on oak lined streets, with horses and other large animals allowed under the City's rules. It also says removing a heritage oak is strongly discouraged even when mitigation is offered. A deck that only works if the big tree goes is starting from the wrong end.
The wall behind the ledger
Newhall's ZIP has more pre-1980 housing, by share, than Valencia, Saugus or Canyon Country, and a deck is only as sound as the wall it bolts to. An older house may have a rim board that sat behind an old patio cover for decades, or stucco with no flashing where a ledger once hung. None of that shows from the lawn. The strip of wall where the new ledger will go gets a close look before the price is final, and for a house from before 1978 cutting into its painted surface waits for a lead determination. Where the framing is doubtful, a freestanding frame on its own footings carries the deck and the house takes no bolts.
Before any decking is chosen, the address gets checked against the City's current fire hazard map. If your parcel is in a mapped City fire hazard zone, the City's building code pulls altered buildings and additions under the wildfire construction code, and plan check says how much of that reaches an attached deck.

FAQ
Common questions
The questions we hear most often, answered plainly. If your question is not here, call us and we will answer it the same way.
How close to the oak in our Happy Valley yard can a deck footing go?
Ideally outside the oak's protected zone. Where a single family home sits on the lot, digging in the zone's outer half is minor encroachment and needs no permit, while the inner half calls for a City oak tree permit. The ordinance draws that zone from a line five feet outside the dripline all the way in to the trunk, and it never measures less than fifteen feet from the trunk, so a young tree with a narrow crown still holds a wide circle of ground. Size changes the paperwork, not whether the tree counts. Every oak is covered, but on a lot with a single family house a tree no more than twelve and a half inches around, taped four and a half feet up from natural grade, needs no permit. At one hundred eight inches around, or two or more trunks of seventy two inches each, it is a heritage oak. Footings, a lighting trench and a stack of lumber stay out of the inner half of that circle unless a permit covers them, and the City confirms where that line falls. Does the oak permit also cover a flagstone patio under the canopy?
Often. Paving and excavating in the protected zone count as encroachment, stone included, though the outer half of the zone is exempt minor encroachment where a single family home stands.
What kind of deck lighting works in Placerita Canyon?
Fixtures that keep their light at home. For new development, the Placerita Canyon district says exterior lighting on residential parcels has to be top shielded to prevent direct light spilling off site, with hoods pointing it away from adjacent parcels. Whether or not your deck's permit reaches that standard, it is a good one to build to. On a deck that means downlights tucked under the rail cap, step lights with a hood over the lens, and wall fixtures with a closed top. A bare bulb strand swagged across the yard is worth a conversation before it goes up.
We keep horses on a small Placerita Canyon lot. Where does a patio fit?
Around the horses. The district allows two horses or similar animals on a lot of at least five thousand square feet and under fifteen thousand, so a modest canyon lot can still be a horse property. That makes the corral, the hay, the water line and the gate a trailer backs through the fixed points, and the patio fills what is left. Put it where the breeze carries the barn away from the chairs, keep its runoff out of the paddock, and leave a path wide enough to lead a horse past the table. Does a Placerita Canyon patio cover fall under the district rules?
When it goes in under a building permit, plan on it. The district standards apply to a building permit for a new structure or a specified addition to an existing one, and a roofed cover with a light on it meets the lighting rule on day one.
Can a heritage oak come out to make room for a Happy Valley deck?
Plan on keeping it. Happy Valley's district code says heritage oak removal is strongly discouraged even if mitigation is offered.
Our house is inside the Old Town Newhall Specific Plan. Does a new deck get checked against it?
The plan's code covers remodels and conversions as well as new buildings, so exterior work on an Old Town or East Newhall house sits inside its reach. A low platform behind the house that nobody sees from the street is a small question. A raised deck or a patio cover that changes how the house reads from the sidewalk is a bigger one, because the plan's guidelines name the styles it expects: Main Street Commercial, Mediterranean, Monterey, Western Victorian and Craftsman. A rail on a Craftsman bungalow should look like it came with the bungalow. The plan gets read for your parcel before the drawing.
What turns up when an old patio cover comes off an older Newhall house?
Look where its ledger was fastened. Nail holes that let water in, soft wood at the rim, and cracked stucco around old bolts are common finds on a wall that has stayed wet longer than the rest of the house. That strip gets repaired before anything new hangs on it.
Want this one answered for your own project?
Is our parcel in a fire hazard zone, and what would that mean for the deck?
Nobody should answer the first part from memory. The address gets looked up on the City's current Fire Hazard Severity Zone Map, and the City adopted a new 2025 map, so an old listing or a neighbor's recollection may be out of date. If your parcel is in a mapped City fire hazard zone, the City's building code says a building erected, altered, added onto or moved within that zone must meet the applicable parts of the California Wildland Urban Interface Code as the City adopted it. An attached deck changes the building, so plan check settles which provisions reach the framing, the decking and the space underneath. That answer comes before material pricing. Our Placerita Canyon yard runs down to the creek. Can concrete steps go down the bank?
Plan on no concrete in the channel. Under the standards the district sets for new development, river bottoms and sides shall not be improved with concrete. Keep the patio and any steps on your side of the top of the bank.
Our Old Town lot is narrow. Is a raised deck still worth it?
Often a patio at ground level serves a small Old Town parcel better. The City's draft Housing Element notes that past small lot subdivisions left parts of Old Town Newhall on small parcels. On a lot like that, a raised platform looks straight into the yard next door and eats room near the property line. A slab poured at grade keeps the privacy and the space.
A previous owner built our East Newhall deck without a permit. Should we act on it?
Plan to deal with it on your own schedule. The City's draft Housing Element names East Newhall and Old Town Newhall as priority neighborhoods for proactive Community Preservation, the City's property maintenance and code compliance work. Taking it down and building a permitted replacement settles the question. Legalizing an old one usually means opening it up to prove what is inside, and what is inside is often the reason it sags.
Where should rain off a new patio go on an Old Town lot?
To a drain or the street, on a route somebody chose. The specific plan's stormwater section places Old Town beside the junction of Newhall Creek, Placerita Creek and the South Fork of the Santa Clara River, so water is a real planning topic here. A patio that sheds toward the house or the neighbor is the mistake to avoid.
Can lights for the patio hang from the oak?
Not by screwing fixtures into it or wrapping wire around its limbs. The ordinance guards oaks against damage as well as cutting, and trimming a branch to clear a fixture is pruning, which the code allows without a permit only for small limbs or with an approved arborist supervising. Posts outside the protected zone do the job. Source: Santa Clarita UDC 17.51.040, Oak Tree Preservation, protected zone, minor encroachment and permit exemptions, eCode360 current to 28 April 2026
What does the site plan for a Newhall deck oak permit show?
The trunk, its measured circumference, the dripline, and the protected zone line drawn around it. Then each post, footing and trench is placed against that line, along with where material will sit while the work is under way. The City sets what else the application needs.
What does the Oak of the Golden Dream have to do with an oak in my yard?
Only history. California Historical Landmark 168 marks the Placerita Canyon oak where the state's first authenticated gold discovery was made in 1842. The oak in your yard is protected by the City ordinance, landmark or not. Do Happy Valley ranch lots suit a deck or a patio?
Usually a patio or a low deck. The district describes a neighborhood historically made up of single family ranch homes, and a platform a step or two up joins a ranch house to its yard without a tall railing. A high deck on a ranch lot looks borrowed from somewhere else and costs more to hold up. Where horses share the property, separate the sitting area from the animal area with a real fence, not a rail on the deck edge.
Our older house has a raised floor and the back door sits well above the yard. Deck or patio?
An older house may have a raised foundation that puts the back door several steps above grade. A patio then needs steps and a landing, while a deck can meet the door at floor level and step down in stages. Watch the foundation vents either way. A deck frame or a built up patio must never bury them or hold water against the wall.
Can the deck be painted to match the trim on an older Newhall house?
The rails, posts and fascia take paint well and can match the trim color on the house. The walking surface is a different story, since foot traffic and sun wear paint off decking fast. A stain or a composite board in a tone that sits beside the trim is easier to live with.
Who handles both the oak permit and the building permit on a Newhall deck?
One point of contact runs both from the same site plan, and footings wait until both approvals are in hand.
Can we add a front porch deck to a Happy Valley ranch house?
It can. The front yard is where the oak lined street comes into it. A street oak's protected zone can reach well into your yard, so porch footings get measured against it before anything else. Keep the porch low and plain, in the ranch character the district was written to keep.
How is a Newhall deck or patio priced?
From a first visit that looks at the yard the way the City will. Every oak on the lot and near the line gets taped, the parcel gets checked for Happy Valley, Placerita Canyon or the Old Town plan area, the address goes into the fire hazard map, and the wall where a ledger would go gets a close look. Then you get a written scope that splits the structure from the surface, a fixed price before any work starts, and one person who carries the job from that first walk to the final inspection. Footings are inspected before concrete, and framing before anything covers it.
