Windows in Saugus, CA

Before a Saugus window order goes in, two things get checked. First the address, because the 2025 fire map puts parts of the Bouquet Creek corridor in Very High while streets a few blocks away sit outside any wildland zone, and on a mapped City lot the share of windows and doors you replace decides how much of the house the wildfire code reaches. Then the build year, because the 1960s and 1970s streets near Bouquet Canyon Road have houses old enough for the federal lead rule. Both answers go in your written scope.

Windows in pictures

Bay window seating area with new white framed windows filling the room with afternoon light over a hardwood floor
A bay window carries its own load and often its own small roof, so it is a framing job as much as a window job.
Design rendering of a light tan stucco wall with two matching white sliding windows in slim frames with stucco sills, a tile roof eave above, and a gravel bed with agave and lavender along the wall
Design rendering. A replacement window made with a flat outer flange can cover the edge of the old opening, so on a stucco house the window can often be swapped without cutting back the stucco around it.

The count that can change the whole order

The City building code has a section written for exactly this job. On a building in a City Fire Hazard Zone, once the windows and doors being replaced add up to more than half of the total on the building, every window and door on it has to comply with the California Wildland Urban Interface Code. The count is cumulative over any one year period, so a slider in March and six bedroom windows in October land in the same tally.

That turns window planning into arithmetic. Count every opening, the entry door and the patio slider included, and check what has already been replaced within the past year. On a mapped lot that will cross the line anyway, ordering every unit to the wildfire standard at once can avoid buying some of them twice. On a lot outside the zone the rule does not apply, and phasing by the worst openings first is fine.

Two streets apart, two answers

The City adopted the 2025 Fire Hazard Severity Zone Map by ordinance, and in Saugus the zone changes quickly. Parts of Urbandale Ave and Wellston Dr near Bouquet Creek, and Bouquet Canyon Road at Central Park, fall in the Very High zone. A spot on Cypress Pl maps High, a spot on Copper Hill Drive maps Moderate, and spots on Centurion Way and Catala Ave sit outside any wildland zone. Each address gets its own zone reading before a window is specified. Sources: City of Santa Clarita, City Council meeting of 8 July 2025, ordinance adopting the 2025 Fire Hazard Severity Zone Map. Up the canyon the rules come from somewhere else. The upper stretch of Bouquet Canyon Road is unincorporated County, parts of that stretch map in the State Responsibility Area Very High zone, and County code applies the wildfire construction rules to alterations and repairs of existing buildings in a hazard zone when the permit application is filed on or after 1 January 2026. That permit goes through County Building and Safety and EPIC-LA, not the City's Permit Center.

Frames that predate the lead rule, and frames that do not

Saugus housing sits in the middle, younger than Newhall and the 91351 side of Canyon Country, and older than the north end of Valencia. Inside that middle are two very different window jobs. Urbandale Ave and most of Wellston Dr are 1960s streets, and Catala Ave is mostly 1970s. Those houses predate 1978, the line the federal renovation rule draws for most housing.

That rule treats window replacement in most pre-1978 homes as covered renovation at any size, because its small repair allowance never includes window replacement, and it puts the certification duty on the firm doing the work. Whether its work practices apply is settled by testing from an inspector, risk assessor or renovator holding EPA certification before the scope is final. Across ZIP 91390, which takes in the northern Saugus tracts, the 1980s is the biggest building decade, and those houses clear the line by years. Their questions are seals, hardware and fit, and whether repainting the trim around the new units belongs in the same job.

FAQ

Common questions

The questions we hear most often, answered plainly. If your question is not here, call us and we will answer it the same way.

On a mapped Saugus lot, how many windows can we replace before the wildfire code reaches all of them?

Up to half of the windows and doors on the building. The City's 2025 building code says that once the number being replaced is greater than 50 percent of the total, every window and door on the building has to comply with the California Wildland Urban Interface Code, and the count is cumulative over any one year period. Doors and windows share one tally. On a house with twenty openings, ten can be replaced within a year without pulling in the rest, and an eleventh brings all twenty under the code. The rule only runs on a parcel in a City Fire Hazard Zone, so the lookup comes before the count. Does the patio slider count toward the Saugus fire zone tally?

It does. The section counts windows and doors together, so the slider, a French door and the front door all go in, both in the number replaced and in the total on the building.

We replaced three windows last spring. Could they count against this year's job?

They can. The count runs over any one year period, so units replaced within that stretch add to the new order. Bring the dates of earlier work to the walk, and plan check confirms how they fall.

Our house is on Wellston Dr near the creek. Is it in the Very High zone?

Part of Wellston Dr near the creek falls in the Very High zone on the 2025 map, and so do parts of Urbandale Ave and Bouquet Canyon Road. That describes the street, though, not your parcel. Your house gets its own lookup on the state fire hazard map before a window is ordered, because that answer decides whether the count rule applies at all.

Which fire map does the City use for a Saugus window job, and when was it adopted?

The 2025 Fire Hazard Severity Zone Map. The City Council adopted it by ordinance on second reading on July 8, 2025, under Government Code section 51179. A zone remembered from an older map is not the answer. Source: City of Santa Clarita, City Council meeting of 8 July 2025, ordinance adopting the 2025 Fire Hazard Severity Zone Map

Our place is on Catala Ave, away from the creek. Does the window count rule still matter?

Probably not, but confirm it. On the 2025 map, spots on Catala Ave and Centurion Way sit outside any wildland zone. If the lookup for your address agrees, the one year count drops out of the picture, and the job turns on energy performance, bedroom egress and the age of the paint on the frames.

What changes for a window job on the County stretch of Bouquet Canyon Road?

The rulebook. County code applies the wildfire construction rules to additions, alterations or repairs made to existing buildings in any Fire Hazard Severity Zone or Wildland Urban Interface area when the permit application is submitted on or after January 1, 2026. Parts of the upper canyon stretch sit in the State Responsibility Area Very High zone. That text reads differently from the City's one year count, so a County parcel gets scoped against the County language, with the application going through EPIC-LA to Los Angeles County Public Works Building and Safety, probably the Santa Clarita Valley office at 23757 Valencia Blvd, though the address decides it. Our Urbandale Ave house still has its painted wood window trim. What does the lead rule mean for us?

Urbandale Ave is a 1960s street, so your house likely predates 1978, the line the federal renovation rule uses for most housing. Pulling stops, sills and casing disturbs that paint. The rule treats window replacement in most pre-1978 homes as covered renovation at any size, since its small repair allowance never includes window replacement, and it requires the firm doing that work to hold EPA certification. Whether your trim carries lead-based paint as the rule defines it is settled by a test from an inspector, risk assessor or renovator holding EPA certification before the scope is final. Ask for that test, and for the firm's certification, first. Want this one answered for your own project?

The houses around Saugus High on Centurion Way went up right around 1978. Is ours covered by the lead rule?

Check your own year built. That street starts at the very end of the 1970s and runs into the early 1980s. The federal rule reaches most housing built before 1978, so the parcel record for your house settles it.

The 1980s is the biggest building decade in ZIP 91390. Are those windows due?

Age alone does not decide it. Plenty of those units have been in the wall a long time, but the signs that matter are fogged or cracked glass, sliders that drag, latches that no longer lock and drafts at the frame. Those show first on the openings that take the afternoon sun. Replace what has failed, and if the lot is mapped, keep the one year count in view while you phase the rest.

How does Saugus housing age compare with Newhall, Canyon Country and north Valencia?

In the middle of those. Census medians for both Saugus ZIP codes land in the late 1980s, newer than Newhall and the 91351 ZIP of Canyon Country, and older than the north end of Valencia.

Our 1970s Catala Ave stucco is original. Should the windows go in as retrofit or full frame?

The wall decides. A retrofit insert keeps the old frame and the stucco in place and gives up a little glass at the edges. Full frame goes back to the framing, which means cutting stucco, new flashing and a patch that has to match the texture around it. On a house from the 1970s, pull one unit and look at the sill before committing either way, and if the frames are painted, settle the lead question before pulling it.

Where does a City building permit for a Saugus window job come from?

The City's Permit Center at 23920 Valencia Blvd, Suite 140, with applications through the Accela portal. The fire zone changes what the permit requires, not who issues it.

Does widening an opening on a mapped lot bring in more than the count rule?

It can. The same City code sends buildings altered within a City Fire Hazard Zone to the wildfire code, and a wider opening means a new header and altered framing. That gets settled with plan check before the wall is cut.

Should we replace every window at once on a mapped Saugus lot?

Sometimes that is the cheaper plan. If phases inside one year will cross half the openings anyway, every unit ends up under the wildfire code, so ordering the whole house to that standard at once avoids buying some units twice. If the job stays at half or under, phase it by the worst openings first.

Can the old windows and the delivery pallet sit on the district slope by our Canyon Heights house?

Keep them off it. Parts of Canyon Heights, Shadow Hills and Bouquet Canyon are City Landscape Maintenance District zones, and district landscaping is not a staging yard.

Do the replacement units still need state energy ratings in Saugus?

They do, in or out of a fire zone. State energy standards apply to windows installed in an existing house, so each unit's performance numbers go on the written quote.

Can we keep the original windows on a pre-1978 Saugus house and only repaint the frames?

You can. The paint question does not go away, though. Scraping and sanding old frames disturbs the same painted surfaces, so the federal rule reaches that painting job too once the disturbed area passes its small repair limits, an allowance a window replacement never gets.

Does the front door count if we swap it along with the windows?

Yes. Entry doors sit in the same tally on a mapped City lot. If the door is going in within the same year, count it now.

Who checks the fire zone for our Saugus address, and do we see the result?

We check it during the estimate and show you the map result for the parcel. You can look it up yourself on the state fire hazard map too, and the two should match before a single unit is ordered.

We are planning a deck as well. Should the slider replacement wait?

Plan them together. The slider is part of the window and door count on a mapped lot, and it is also the threshold a new Saugus deck has to meet at the right height. One scope avoids fitting that door twice.

Our Saugus house is a two story. Do the upstairs windows change the fire zone count?

They change both sides of it. Every window and door on the building goes into the total, upstairs and down, so a two story plan usually has a bigger total and a higher half line. Upstairs units also count in the replaced column the moment they are swapped. On a mapped lot, walk every elevation and write the number down before deciding whether the upper floor goes now or in a later year.

What goes into a written window quote for a Saugus home?

Everything the checks turned up, in writing. City or County jurisdiction for the parcel. The fire zone result and, on a mapped lot, the count of every window and door against the total, with any work from the past year included. The year built, and whether the federal lead rule is in play. Retrofit or full frame for each opening, the stucco and trim work that goes with it, the performance numbers of each unit, and disposal of the old ones. One fixed price, one point of contact, and inspections scheduled before trim covers anything.
