Windows in Stevenson Ranch
Most Stevenson Ranch houses went up in the 1990s and 2000s, so their windows may still be the builder's originals, old enough for fogged glass and stiff sliders. Replacing them here runs on its own track. Los Angeles County issues the permit. The master HOA wants its approval in writing before exterior work begins. And County mapping rates the community Very High for fire hazard, so once your parcel is confirmed, a County window permit applied for on or after 1 January 2026 brings the County's wildfire chapter with it.
What to expect
Windows in pictures
A fire chapter that reaches existing houses
The County's current residential code reaches past new construction. For permit applications filed no earlier than 1 January 2026, it applies the wildfire construction chapter to alterations and repairs of existing buildings in any Fire Hazard Severity Zone. A window replacement under a County permit is work on an existing building, so the units on the order get picked with that chapter open on the desk.
Stevenson Ranch is on the County's list of unincorporated areas lying wholly or partly in a fire zone, and on its hazard map the rating is Very High on level streets and in Westridge too. That is a strong signal, not a parcel answer, so your address gets looked up before a product is chosen. The County's fire zone notes also make one thing clear for anyone hoping to save money: paint or a coating is not an approved form of protection.
The committee sees every window from outside
The HOA's Architectural Committee rule covers all exterior improvements, and its list of examples says including but not limited to. Windows are not named, and they do not need to be. A new frame color, a different grid, a slider turned into a French door or a taller opening all change the outside of the house, so the change goes to the committee in writing before anyone starts.
Homes inside a sub-association have one more stop. Palisades, Marblehead, Crown Villas South and several others have management companies of their own, separate from FirstService Residential on the master HOA. The package goes in with the actual product sheet and frame color, and nothing is ordered until the approvals come back, because custom sized windows do not go back on a shelf. Approval, then order.
Builder windows from two busy decades
A house from the late 1990s or the 2000s starts from a different place than a 1960s tract. The frames are younger and the framing behind them has had fewer winters to take on water. What wears out on units of that age is the seal between the panes, the rollers and tracks on the big sliders, and the weatherstripping. The new units still have to meet the state energy code for a replacement.
Bedroom windows need extra care. The code sets a minimum escape opening, and a replacement window is exempt from it only when the new unit is the manufacturer's largest standard size that fits the existing frame or rough opening, in the same operating style or one that opens at least as wide. A retrofit frame gives up a little glass on every side, so those openings get measured before the method is chosen. Window work is also a sensible moment to look at vents, since the County's fire zone notes call for ember resistant ones, and repainting the trim around new frames belongs in the same schedule.

FAQ
Common questions
The questions we hear most often, answered plainly. If your question is not here, call us and we will answer it the same way.
Do windows count as an exterior improvement for the Stevenson Ranch HOA?
Treat them that way. The Architectural Committee rule covers all exterior improvements, including but not limited to the items it lists, and it requires written approval before any work starts. A window is part of the outside of your house. Even a like for like swap is worth a short written confirmation, since a quiet assumption is hard to defend later.
My sub-association has its own management company. Who approves the windows?
Possibly both. The master HOA is run by FirstService Residential, while neighborhoods such as Diamondhead, The Arts and Palisades list their own managers. Ask your sub-association what it controls, then send matching packages.
Does the County wildfire chapter apply to replacement windows on an existing house?
For a job permitted under the current County code, plan on it. Title 30 section R337 says additions, alterations and repairs made to existing buildings in any Fire Hazard Severity Zone must comply with the Residential Code and the Wildland Urban Interface Code, where the building permit application is submitted on or after 1 January 2026. The trigger is the date the application is filed, not the year the house was built. The County's standard fire zone construction notes carry the same application line for alterations and repairs. Stevenson Ranch is named on the County Fire Code list of unincorporated areas lying wholly or in part in a fire zone, so your parcel is looked up and the order is written to the chapter before anything is purchased. Is my particular house inside the Very High zone?
Likely, and it still gets checked. County mapping rates level interior streets here Very High, not just the hills. The County's own list says wholly or in part, so the answer for your address comes from a parcel lookup.
Why weigh ember exposure when picking windows in Stevenson Ranch?
Because fire has already reached this community. CAL FIRE records the Sage Fire starting on 9 July 2016 off Calgrove Blvd, southwest of Santa Clarita. It burned 1,100 acres and damaged 2 structures. The Max Fire started on 15 June 2026 southeast of Pico Canyon and Stevenson Ranch Parkway and burned 45 acres. Glass that fails in heat is one way a fire gets inside a house, so glass and frame choices here carry more weight than they would on a lot outside a fire zone. Does the Old Stone Way edge of the community change the window order?
Not the order itself. That southern edge also maps as State Responsibility Area, Very High. The window specification follows the County chapter either way, and the extra State map matters for the land around the house.
Can a painted or coated frame serve as fire protection?
No. The County's fire zone construction notes say paints, coatings and stains are not an approved method of protection. The protection has to come from the product itself.
The builder put in double glazed units. What makes swapping them worthwhile?
Evidence, not age alone. Fog or moisture between the panes means the seal has failed and that unit has lost much of its insulating value. Sliders that drag, latches that will not pull tight and daylight showing past the weatherstripping are the other signs. A house from the 1990s can show all of these on the sunny side and none on the shaded side, so the scope might be a handful of openings. Where several windows are still fine, leaving them is a fair answer. The fire chapter and the HOA letter apply to whatever does get replaced, so a smaller scope is also a simpler approval.
Want this one answered for your own project?
Will new windows push up my County property assessment?
Replacing them should not. The LA County Assessor lists replacing or repairing doors, windows, fences or decks in the not assessable column of its new construction guidance. A project that adds space or changes how the house is used is described differently on the same page, so ask the Assessor if the scope grows.
Does the state energy code apply when windows are only replaced?
It does. California's energy standards for alterations cover replacement glazing, so the new units carry performance numbers that have to meet the standard for this climate. Meeting it is routine with current products, and the label on each unit shows the numbers.
Where does a Stevenson Ranch window permit get filed?
With Los Angeles County Public Works Building and Safety. Applications and plans for unincorporated addresses can go in online through EPIC-LA, and the County's Santa Clarita Valley Building and Safety office at 23757 Valencia Blvd is the likely counter, confirmed by address.
How do inspections get booked on a County window permit?
The permit holder requests them online in EPIC-LA, ahead of time. That is the County's required route.
Can my frame color differ from the houses on either side?
That is the committee's call. Bring a physical sample and the manufacturer's color name into the submission, and wait for the written answer before ordering.
Can a new window go into a wall that has none today?
Sometimes. Expect a bigger job than a swap. Cutting a new opening means a header sized for the load above, framing and flashing done to code, and plans that County plan check will review. It changes the elevation, so the Architectural Committee sees it. It is also an alteration, so on a County application made from 1 January 2026 onward, if the house stands within one of the County's Fire Hazard Severity Zones, a new unit there meets the wildfire chapter the same as the replacements. The energy code applies, and so do the escape opening rules if the room is a bedroom. On a hillside lot, work out where the ladder or scaffold will stand before anyone promises a big picture window on the downhill side.
Do bedroom windows have to keep a minimum opening size?
New openings do. The residential code sets a minimum net clear area for an emergency escape opening. A replacement window is exempt from that minimum only when it is the manufacturer's largest standard size that fits the existing frame or rough opening, keeps the same operating style or opens at least as wide, and is not part of a change of occupancy. Retrofit frames give up some glass, so marginal openings get measured first. Source: 2025 California Residential Code R319.5, Replacement windows for emergency escape and rescue openings, effective 1 January 2026
What about the big slider that opens to the back yard?
That slider is often the opening people notice first, and it goes through the same committee letter and the same fire chapter as the windows. If a deck or patio cover is planned outside it, settle the door height and threshold before the deck framing outside that door is built.
Should the vents be looked at in the same visit?
Good moment for it. The County's fire zone construction notes call for ember resistant vents, and a vent is an easy path for embers into an attic. Vent work is its own line in the scope, so you can decide on it separately.
Why not order the windows while the committee is still reviewing?
Because windows are built to your measurements, and a supplier will not take back a custom unit in a color the committee turned down. The order waits for the letter. That costs a little calendar and can save a lot of money.
Does a hillside back yard make installation harder?
It can. Steep ground the County maps as Hillside Management Area rises behind parts of Stevenson Ranch, so check where your lot ends, and the County's 2016 district report describes any Zone 25 slope past the fence as easement the development's owners share. Ladders, scaffolding and removed units stay inside your lot, never on the district slope. On a two story rear wall above a slope, the access plan is part of the quote.
Do Westridge homes follow the same rules as the rest of Stevenson Ranch?
The County side does. County maps place the Westridge Parkway area in unincorporated territory with a Very High fire rating, so the permit and the fire chapter work the same way once your parcel is looked up. Whether your Westridge home answers to the master HOA or another association is worth checking in your own documents.
Will replacement windows help with the afternoon heat in a newer house?
Some, and it depends on which glass is failing. A 1990s or 2000s double glazed unit with a sound seal is already doing part of the job, so the gain there is smaller than on an older house. Fogged units and big sliders catching the late sun are where new glass with a low solar heat gain number makes a difference you can feel. Shade from a patio cover can sometimes do more for a hot wall than any window.
Can an Express Permit cover a window replacement?
Do not assume it. The County's Express Permit is self issued online for simple residential work that needs no plan review, and the examples it gives are things like a water heater, a heating or cooling unit, or an electrical panel. Windows are not on that list. Building and Safety decides the permit path for your scope, and that answer goes into the quote.
What goes into a written window quote for a Stevenson Ranch house?
Everything that decides whether the job can start. The quote lists each opening with its size, orientation and method, the product and its performance numbers, and the fire chapter it is written to after the parcel lookup. It includes the Architectural Committee package and any sub-association submission, the County permit, trim and patching, and hauling the old units away. On the schedule, the order date sits after the approval date. One price, fixed in writing. One contact from the first measurement to the final walkthrough.
