Kitchen Remodeling in Newhall
A Newhall kitchen is more likely to be old than one in Valencia or Saugus. Over half the homes in the 91321 ZIP went up before 1980, so the paint on the cabinets and the layers under the floor may date from the years the lead and asbestos rules were written for. Old Town and East Newhall add a specific plan that covers remodels, including changes you can see from outside. Both come up on the first walk, and the scope and a fixed price reach you in writing.

What the 91321 housing count means for a kitchen
The Census Bureau's latest five year estimate counts 11,338 housing units in the 91321 ZIP, and 6,103 of them were built before 1980. That is 53.8 percent. Valencia's 91355 sits at 36.1, Saugus at 27.5, Castaic at 11.5 and Stevenson Ranch at 2.5. More of Newhall's older homes went up in the 1960s than in any other decade, and about one in eight predates 1960. For a kitchen, that age matters before anyone talks about cabinets. Most homes from before 1978 fall under the federal lead renovation rule once a job disturbs more than a small patch of painted surface, and demolition of painted walls or soffits is covered whatever its size. South Coast air rules separately call for an asbestos survey ahead of most renovation. So asbestos samples come off the ceiling texture and the old floor layers while the scope is still on paper. For the paint, ask for a lead determination and for the EPA certification of the firm doing the tear out before work starts. Old Town and East Newhall: the plan reads the outside
The Old Town Newhall Specific Plan was adopted in December 2005 and updated in May 2022, and its code names remodels and conversions right alongside new buildings. Its area takes in the Main Street district and East Newhall, a neighborhood of single and multi family homes. A kitchen that stays inside its walls gives the plan little to look at. A kitchen that adds a window over the sink, trades a back door for a slider, or pushes a few feet into the yard changes the building, and that change gets measured against the plan.
The plan's guidelines name five styles: Main Street Commercial, Mediterranean, Monterey, Western Victorian and Craftsman. A new opening gets reviewed against the plan's design guidelines, so it should look like it belongs to your house, in proportion and in trim, and it still has to pass a framing inspection. Parts of Old Town sit on small parcels, too, which leaves less yard to grow a kitchen into. The parcel and the elevation get checked before you fall for a layout that needs either.
Designation is the owner's choice, not the house's age
Being old does not make a Newhall house a City historic resource. Under the City code, only the owner can start a nomination. A kitchen here is usually an ordinary permitted remodel through the City of Santa Clarita building division, however old the framing is. A designated house runs a little differently. Altering one normally takes a minor use permit, which the City reviews with no entitlement fee, and the Director may exempt interior finish work such as new counters when the historic character is not touched. That path gets confirmed before a cabinet is ordered, so the paperwork matches the work and nobody is left waiting with the room already gutted.

FAQ
Common questions
The questions we hear most often, answered plainly. If your question is not here, call us and we will answer it the same way.
What share of Newhall homes are old enough for the federal lead renovation rule to reach a kitchen?
More than half, going by the closest measure the Census Bureau publishes. Its 2024 five year estimate for the 91321 ZIP counts 11,338 housing units, and 6,103 of them, 53.8 percent, were built before 1980. The table has no 1978 line, so 1980 is the nearest honest cutoff. Next door in Valencia's 91355 the share drops to 36.1 percent. The federal rule reaches most pre-1978 housing, and an interior job there once it disturbs more than six square feet of paint per room. Demolition of painted surfaces gets no size allowance at all, which puts a kitchen tear out squarely inside it. For a Newhall kitchen, the year on the house is the first number we look up. US Census Bureau, ACS 2020 to 2024 5-year estimates, table B25034 (year structure built), ZIP 91355. 40 CFR 745.83, definition of minor repair and maintenance activities, eCFR current text
Could that Newhall figure just be a bad year in the survey?
Unlikely. The release before it, the 2023 five year estimate, put the same ZIP at nearly the same share. Both carry margins of error, and both tell the same story.
My 1960s Newhall kitchen has painted cabinets and trim. What happens before they come off?
A lead determination, before anybody pulls a door. More of the ZIP's pre-1980 homes were built in the 1960s than in any other decade. A 1960s house sits well inside the federal rule's 1978 line. If a lead inspector, a risk assessor or a renovator, each with EPA certification, determines the components being disturbed contain no lead-based paint, the rule does not reach that work. Without that finding, the rule controls how the room is contained, how the paint comes off, and how the space is cleaned and checked afterward, and the firm doing it needs its own EPA certification. Ask for both answers before you sign, not on demolition day.
Besides paint, what gets sampled in a pre-1980 Newhall kitchen?
Anything the tear out will break that could hold asbestos: textured ceiling, joint compound, sheet flooring and the adhesive under it, and old backsplash mastic. The South Coast air district wants a survey ahead of renovation, and the lab results tell us what a licensed abatement contractor removes before our crew starts.
Does the Old Town Newhall Specific Plan cover a kitchen remodel?
It can. Section 4.1.02 of the plan says proposed development, new construction, remodels, conversions, subdivisions and new uses inside the plan area have to meet its applicable requirements. Remodels are named in that list on purpose. Most of what the plan asks of a house shows from outside, though: setbacks, height and architectural style. A kitchen that keeps its walls, windows and doors where they are gives it very little to check. Add a window, move an exterior door or push the room outward, and the plan joins the building permit as part of the review. Source: Old Town Newhall Specific Plan, section 4.1.02 Applicability, adopted December 2005, updated May 2022
Is East Newhall inside the specific plan, or only the Main Street blocks?
Both. The plan area joins the Arts and Entertainment District around Main Street with East Newhall, a neighborhood of roughly 17 blocks of single and multi family housing. Your parcel gets checked against the plan map before the kitchen is designed.
Should a new window over the sink in an Old Town house fit a style?
Ideally. The plan's guidelines list Main Street Commercial, Mediterranean, Monterey, Western Victorian and Craftsman, and the City uses those guidelines in design review, so a new opening on the outside of the house is reviewed against the style your house belongs to. On a Craftsman that tends to mean proportions and trim that look original, not a slider picked off a shelf. The elevation gets drawn with the window in it before anyone orders glass.
Can a kitchen push out into the yard on a small Old Town parcel?
Sometimes. The parcel decides before the design does. The draft Housing Element the City released for public review notes that some of Old Town was carved into small parcels when lots were subdivided small in the past, and on those lots the specific plan's setbacks may leave little room between the back wall and the property line. We measure the lot and read the zone standards first. If the room is not there, a better kitchen usually comes from reworking the space you already have.
Want this one answered for your own project?
The Old Town plan puts early ranch style houses on big lots south of Lyons Avenue. Does that open up the kitchen options?
It can, on those ranch lots. The plan sets them beside newer homes on smaller lots in styles from the 1950s on. A large lot gives a bump out somewhere to go. It does not skip the plan review, and the same plan notes large stands of oak across the community, so what grows in the yard gets checked as well.
Does remodeling the kitchen make my Newhall house a historic resource?
No. City designation starts only when the owner nominates the property. Neither the age of the house nor a kitchen permit puts it on the list.
Our house is a designated resource. Do new countertops need a minor use permit?
Possibly not. Renovating or altering a designated City historic resource normally needs a minor use permit, and the City charges no entitlement fee for that review. The code then lists items the Director may exempt when they will not affect historic integrity, and interior finish work such as counters, countertops and tile or hardwood flooring is on that list. The exemption is the Director's call, not automatic. A kitchen that also moves a window or changes the exterior falls back under the permit. We ask the City before the schedule is set, because a hold discovered after demolition leaves you with no kitchen and an open question. Is the California Historic Building Code worth asking about for a designated Newhall kitchen?
For some jobs. The City code lets the owner of a designated resource apply to use it, if the Director agrees and the building official finds public safety is not endangered. That owner may also seek a Mills Act contract, which can lower property taxes. Neither applies to a house that has not been designated.
An oak shades the back of our Happy Valley house. Can the kitchen grow toward it?
Only with the oak in the drawing from the start. Removing the tree, or building into the inner half of its protected zone, takes an oak tree permit from the City, and that zone reaches past the dripline, not just to the trunk. On a lot holding one single family home the code lets minor encroachment in the outer half and limited pruning go without a permit, once the City confirms that line before anyone digs. Happy Valley's own standards strongly discourage removing heritage oaks even when mitigation is offered. So the tree gets measured before the footprint is drawn, and sometimes the right kitchen grows sideways.
Where does the dumpster go on a tight Old Town lot?
On the parcel if it fits, and that gets measured on the walk. If it has to sit in the street, we find out what the City requires before the bin is ordered.
Our Friendly Valley home is single level. Should the kitchen be planned differently?
Worth a conversation, since Friendly Valley is a retirement community of single level homes and a kitchen there may need to serve you for a long time. Counter heights, a wall oven at a comfortable reach, pull out shelves in the base cabinets, lever handles and brighter task lighting cost little to build in now. We ask how you cook today and how you expect to later, then price both versions so the choice is yours.
What might the walls of a 1970s Newhall kitchen be hiding?
On an older house the walk looks for a few things: two prong outlets with no ground, a kitchen fed by fewer circuits than a remodel needs, and past repairs nobody permitted. None of that is a Newhall rule. Age can leave it behind, so a cover plate comes off and we look.
Does a Newhall kitchen permit go to a different office than the specific plan?
Same City. Building permits for a Newhall kitchen go through the City of Santa Clarita building division, and when the outside of an Old Town or East Newhall house changes, the work also has to satisfy the specific plan. The drawings are prepared to answer both, so you are never carrying plans between counters.
Why does a Newhall kitchen quote wait for asbestos lab results?
Because the results change the scope. Clean samples mean a straight tear out. A positive sample adds an abatement line and changes the order of the opening days. Pricing before the lab reports would mean guessing, and a guess is how a fixed price stops being fixed.
Can a new kitchen still look right inside a Craftsman or Western Victorian house in Old Town?
It can, and inside the house the choices are yours. The plan's style list is about the architecture you see from outside. Where people go wrong is a kitchen that fights the house: flat slab fronts against original casings, or a backsplash in an Old Town kitchen that ignores the trim around it. We walk you through options that suit the bones of the place, and the final say stays with you.
How are the trades ordered when a Newhall kitchen needs abatement first?
Abatement, then a check that the area is clear, then our demolition, framing, rough plumbing and electrical, inspection, walls, cabinets, counters and finishes. The floor goes in where the sequence calls for it, and the new floor under a Newhall range is planned with the cabinet layout. One person holds that order from the first walk to the final walkthrough.
What gets checked on the first walk through a Newhall kitchen?
The year the house was built, which surfaces are painted, what is layered under the floor and on the ceiling, whether the parcel sits in the specific plan area, whether the house is a designated resource, and any oak near where the room could grow. Then the scope and a fixed price arrive in writing, and nothing starts until you sign off on both.
