Kitchen Remodeling in Stevenson Ranch
Stevenson Ranch housing is young. Census counts place the bulk of its homes in the 1990s and 2000s, so the kitchen coming out may well be the one the builder put in. Two things set the job apart from the same remodel across the freeway. The permit comes from Los Angeles County, because Stevenson Ranch is unincorporated. And anything that changes the outside of the house waits on written approval from the Stevenson Ranch Architectural Committee. Both are sorted before you see a price.

Replacing the kitchen the builder installed
About four in five Stevenson Ranch homes were built between 1990 and 2009, and only about 2 percent predate 1980. Builder kitchens from those decades can share a pattern: stock cabinet boxes, a tile or laminate counter, a single ceiling fixture, and appliance spaces sized for another era. The walk shows which of those your kitchen has. Where the kitchen is original, little of it is failing in a dangerous way. It is worn, it is dated, and the layout was drawn for a buyer the builder never met. Source: US Census Bureau, ACS 2020 to 2024 5-year, table B25034 year structure built, Stevenson Ranch CDP
The good news is what a house this age is less likely to hide. Knob and tube wiring and corroded galvanized supply lines belong to much older stock. What moves the scope in a Stevenson Ranch kitchen is the new plan itself: an induction range that needs a heavier circuit than the old gas one, a sink that moves, an island that needs power and a drain, or a wall you want gone. Those are the questions settled on the walk, because they change the number far more than the age of the house does.
A County permit, and a County inspector
Stevenson Ranch sits in unincorporated Los Angeles County, so a permitted kitchen goes to LA County Public Works Building and Safety. The County's Valencia Blvd office for the Santa Clarita Valley, at number 23757, is the likely counter. The City of Santa Clarita runs its own Permit Center at 23920 Valencia Blvd, a different building on the same road, and that counter handles addresses inside city limits. We confirm the County office assigned to your address before a single drawing is submitted.
County plans and fees can move through EPIC-LA, the County's permitting portal, and inspection requests go through it. The order on site is the order any sound kitchen follows. Rough plumbing, electrical and framing get inspected while the walls are open. Drywall, cabinets and counters come after that, then a final. Each inspection gets booked ahead and the next trade waits for the pass, so nothing is covered up before the County has seen it.
Inside is yours. The outside needs a letter.
The Stevenson Ranch Homeowners Association requires written approval from its Architectural Committee before any exterior improvement starts. A kitchen that stays behind its own walls is not what that rule is about. The line gets crossed faster than people expect, though. A wider window over the sink, a new door out to the yard, or a hood ducted through an outside wall or the roof all change what the street sees. Every item like that goes on a list during scoping, and the request goes to the committee early.
Townhome and condo owners have one more call to make. Several communities inside Stevenson Ranch, among them Diamondhead, Palisades, Marblehead, Crown Villas North and South, Pacific Colony, The Arts and Treana, are sub-associations with their own management companies. Whatever those associations require is theirs to say, so ask your manager before demolition day and the schedule gets built around the answer. If new floors are part of the plan, running the flooring under the new cabinet boxes is a choice to make now.

FAQ
Common questions
The questions we hear most often, answered plainly. If your question is not here, call us and we will answer it the same way.
Most of Stevenson Ranch went up after 1990. Is my kitchen really due for a remodel?
Age alone does not decide it. Wear and layout do. Census figures put about 79 percent of Stevenson Ranch housing units in the 1990 to 2009 window and only about 2 percent before 1980, so in many homes of that age the kitchen may still be the original. Hinges, drawer glides, the sink base that took a slow leak and a counter with two decades of knife marks give out long before anything structural does. If the real complaint is that the room does not work for how you cook, that is a design problem, and it is exactly the part a remodel fixes. Why is a Stevenson Ranch kitchen permitted by the County and not a city?
Because there is no city. Stevenson Ranch is unincorporated Los Angeles County, so building permits, zoning and inspections all run through County departments. Land use decisions go to the Board of Supervisors, and Stevenson Ranch is in the Fifth District.
Can the Permit Center at Santa Clarita City Hall take my kitchen plans?
No. That counter serves addresses inside city limits. Your permit comes from County Building and Safety, which keeps a separate office on Valencia Blvd.
How are inspections booked on a County kitchen permit?
Online. In unincorporated areas the permit holder requests each inspection through EPIC-LA, at least 24 hours in advance. The trades get planned around those requests, so the drywall crew is never booked for the morning after a rough inspection that has not actually happened yet. Does the Architectural Committee need to see a kitchen that stays inside?
The HOA rule is written around exterior improvements and names things like painting, hardscape, pools, spas and patio covers. Cabinets and counters behind your own walls are not that.
We want a bigger window over the sink. What does that add?
Framing, an inspection and a letter. A wider opening means cutting studs and setting a header sized for the new span, which is permitted work the County inspects before the wall closes. The window also changes the outside of the house, so the Stevenson Ranch Architectural Committee has to approve it in writing before work starts. The request goes in with the size, the location and the look of the new unit. A header is simple carpentry. A window sitting in the garage while nobody has asked the committee is what actually stalls a kitchen.
Is a range hood vented through the wall an exterior change?
It puts a new cap on the outside of the house, so plan on treating it as one. A duct run up through the roof does the same thing on the roof line. Either route goes on the committee list, and the route gets picked on the walk, before cabinets are drawn around it.
Our home is in Diamondhead. Who has to sign off on a new kitchen?
Possibly two associations. Diamondhead is its own sub-association with its own management company, separate from the master Stevenson Ranch HOA. Call the Diamondhead manager first and ask what they need before interior work starts. We will not guess at their rules for you. Bring whatever they send to the walk and it goes into the schedule.
Want this one answered for your own project?
Does the master HOA's manager also handle the sub-associations?
Not always. FirstService Residential manages the master association and is also listed for Treana. Palisades, Marblehead and Crown Villas North list other firms. Check the name on your own dues statement.
What is worth keeping from an original 2000s kitchen?
Sometimes the layout, often the plumbing locations, rarely the cabinets. A kitchen from that decade may well have sound supply lines and a drain that sits where it works, and if so, leaving the sink in place saves real money. Cabinet boxes of that period can be particleboard, and once a sink base has swollen from a leak there is nothing left to refinish. A refrigerator or range you bought recently can stay, provided the new openings are drawn to its exact size.
Will the panel in a 1990s Stevenson Ranch house carry a new kitchen?
More often than in older valley homes, and still not always. A house built then is less likely to start from one overloaded kitchen line. The strain comes from what you add: an induction range, a second oven, a beverage fridge, under cabinet lights and an island full of outlets. The new load gets added up against the panel's real capacity on the walk. Where it falls short, a subpanel or a service upgrade is its own line in the written quote, priced before you choose a single appliance.
We are switching from gas to induction. What changes behind the range?
A dedicated 240 volt circuit sized to the new unit, run as permitted electrical work. The old gas stub gets shut and capped properly at the valve, never left live behind the cabinet.
Can the kitchen grow out into the side yard?
Then it is no longer only a kitchen remodel. It is an addition. The first question in Stevenson Ranch is zoning, and County zoning here is not uniform. It changes from tract to tract, with residential planned development zones in some neighborhoods and standard single family zones in others, so the setback a bump out has to respect comes from your own parcel. The second question is the Architectural Committee, since new walls and new roof are about as exterior as work gets. If the room truly needs more floor area, a Stevenson Ranch room addition gets its own drawings and its own scope.
Where does the debris bin go on a Stevenson Ranch street?
The driveway, whenever it fits. On a County street, LA County Public Works says a dumpster placed in front of your house takes a Road Encroachment Permit, which allows it for up to seven consecutive days, and the bin company needs its own annual encroachment permit. Either the permit gets pulled through the County's Valencia field office or the bin stays on your own concrete. In a townhome tract with shared drives, the sub-association manager is the next call. Does HOA approval replace the County permit?
Neither one replaces the other. The County checks the work against code. The committee decides whether an exterior change fits the community. A new sink window needs both.
How long does the Architectural Committee take to answer?
That is theirs to say, and we will not quote a time we cannot back. What we control is when the request goes in, which is at the start.
The builder put a tile counter in our 1990s kitchen. Does it come off cleanly?
It comes off, rarely cleanly. A tile counter of that age may sit on plywood and backer board, or on a thick mortar bed. The cabinet tops under them seldom survive the removal, which is one more reason original boxes tend to leave with the counter.
Our kitchen ceiling has a big fluorescent light box. What replaces it?
Low profile LED fixtures laid out over the new counters and the island. The box usually sits in a framed pocket, so the ceiling gets closed, patched and finished flat once it comes out. New lighting in a permitted kitchen has to meet California's energy code, and the County checks it at inspection.
Can an island sink go into a 2000s slab?
Often, once we know what is inside the concrete. Some slabs are post tensioned, with steel tendons under high tension running through them, and a stamp near the garage sometimes says so. If yours is, trenching for an island drain starts with locating the tendons, and sometimes the island shifts a few inches to miss one. In a conventional slab the trench is ordinary work. Either way, the slab type and the drain route are settled before the island's position is final, and the rest of the floor plan follows from there.
Can cabinets be staged on the slope behind our back fence?
Not where the slope behind your fence is in County Landscape Maintenance District Zone 25. A 2016 County Public Works report describes the Zone 25 slopes in Stevenson Ranch as landscaped easements owned in common by the owners in the development and maintained by the district. That is not spare yard. Cabinets wait in the garage.
Is there a specific plan or design book that governs a Stevenson Ranch kitchen?
The County's specific plan map shows none adopted for the Stevenson Ranch neighborhoods, and your own parcel's zoning still gets read. Inside the house, County building code is the rule book. Outside, the HOA committee is.
The kitchen shares a wall with the family room. Is removing it a big job in a newer house?
Newer does not make a wall any less structural. If it carries the floor or the roof above, it needs an engineered beam, posts and footings, and the County reviews the calculation with the plans. If it does not, it comes out with patching at the ceiling and the floor. A 2000s build date says nothing either way until someone looks in the attic or opens a small inspection hole. That look happens before you fall for a layout.
Our house is in Westridge. Is that County too?
The County jurisdiction map shows the Westridge Parkway area as unincorporated County, not City of Santa Clarita, so the kitchen permit follows the County path. Confirm it with your own address.
Who deals with the County and the HOA while the kitchen is torn out?
The same person who walked your kitchen and wrote the scope. That one contact books the EPIC-LA inspections, helps you put together what the Architectural Committee asks for, and keeps a sub-association manager in the loop when there is one. You get updates, not errands.
How do I get a written kitchen quote in Stevenson Ranch?
Call (818) 276-7344 and set a time for a walk through the kitchen. Expect questions about what you want to move, a look at the panel, the slab and the hood route, and a check on whether your tract has a sub-association. From that comes a written scope and a fixed price, with any committee items marked. The visit is free, and nothing starts until you have the number on paper.
