Tile Work in Stevenson Ranch

Tile work in Stevenson Ranch often starts with tile the builder may have set. Homes here mostly went up in the 1990s and 2000s, so the job is often a cracked entry floor, a tired tile counter or a shower that has done its time. Inside a house with no disabled access requirement, tile is finish work under County code, and the trade work around it is what gets permitted. Outside is a different conversation. Pool, spa and hardscape tile wait on written approval from the Architectural Committee before anyone mixes thinset.

Builder tile over a young slab

The Census puts the great majority of Stevenson Ranch housing in the 1990 to 2009 window. Builder floor tile from that period is sometimes ceramic laid straight onto the slab, joints kept tight, with little thought for the fine shrinkage cracks every slab develops. Years later those cracks can surface as a line of broken tiles through a kitchen or entry, and a coin dragged across the floor finds the hollow spots where the thinset never covered the back of the tile.

The fix lives in the layers under the new tile, not in a tougher tile. Old tile and thinset come off down to clean concrete. Each crack gets a look, since a crack with one edge higher than the other is a slab question and not a tile one. A crack isolation or uncoupling membrane goes down where the slab calls for it, soft joints go in at the walls and across long runs, and every piece gets full thinset coverage. None of that shows on the finished floor. All of it decides whether the new tile breaks along the same old line.

Finish work to the County, exterior work to the HOA

Stevenson Ranch is unincorporated, and Los Angeles County code lists tiling among the finish work that needs no building permit where disabled access rules do not apply. That covers new tile on a floor, a backsplash or a wall. The same code keeps plumbing, electrical and mechanical permits separate, so a shower that gets a new valve, a moved drain or a heated floor circuit brings County permit work with it, requested and inspected through EPIC-LA.

Outside the house, the Stevenson Ranch HOA decides first. Its Architectural Committee has to approve exterior improvements in writing before work starts, and the written rule names pools, spas and hardscape outright. A new pool waterline, a spa faced in tile, or porcelain pavers on a patio all sit inside that sentence. The request goes in with real samples, well before anything is ordered.

Showers, counters and the sub-associations

An older tile shower may be waterproofed at the bottom of a thick mortar base, with a sheet membrane below it and nothing directly behind the tile, and opening one shows which kind you have. A new tile shower moves that protection to the surface: a membrane on the backer, sloped to the drain, flood tested before a single piece goes up. When the shower is one part of a full Stevenson Ranch bath remodel, the tile waits for the valve and drain inspections to pass.

Townhome and condo owners should also hear from their own association. Diamondhead, Palisades, Marblehead, the two Crown Villas associations, Pacific Colony, The Arts and Treana each have a management company of their own. What any of them expects about tile, saw noise or staging is theirs to say, so ask before the saw is set up.

FAQ

Common questions

The questions we hear most often, answered plainly. If your question is not here, call us and we will answer it the same way.

Why is the tile cracking in a straight line across our 2000s entry?

Almost always a crack in the slab underneath, carried up through tile that had no way to move on its own. Of all Stevenson Ranch housing units, the Census counts about 79 percent built from 1990 through 2009 and roughly 2 percent before 1980, so the tile in many entries here may still be the builder's. Concrete shrinks as it cures and leaves fine cracks. Tile set tight over one with no membrane in between eventually breaks right along it. Replacing only the cracked row puts new tile over the same crack, so the lasting repair adds an isolation membrane across it before the tile goes back. Does retiling a floor need a County permit in Stevenson Ranch?

Not for the tile. Los Angeles County code lists painting, tiling, carpeting, cabinets, counter tops and similar finish work among the items that need no building permit where disabled access rules do not apply. The code then adds that plumbing, electrical and mechanical permits are still required unless separately exempted. So a new kitchen floor on its own is finish work, while a heated floor circuit or a toilet drain that moves brings a trade permit into the job. We want to retile the pool waterline. Does the HOA get involved?

It does. The Stevenson Ranch HOA rule on exterior improvements names pools and spas in so many words, and it wants written Architectural Committee approval before work starts. New waterline tile is an exterior improvement to a pool. Send the request first, then order.

Does patio tile count as hardscape for the Architectural Committee?

Plan on it. Hardscape is named in the written rule, and a tiled patio is hard surface built outdoors. Approval in writing comes before the pallets arrive.

What about tile on the front entry steps?

Those steps are outside the house, and the committee approves exterior improvements. Ask before the old tile comes off.

Can patio tile run right up to the slope at the back of the lot?

Only as far as your lot goes. Where the slope beyond the fence is in County Landscape Maintenance District Zone 25, a County Public Works report from 2016 calls that ground common landscaped easement, shared by the owners across the development, and the district maintains it. It is not yours to tile or to stage on. The patio edge also gets pitched so runoff heads to your drains and not over the top of that slope.

Can old spa tile come off without damaging the plaster?

Some damage is normal. Waterline tile is set into the top of the pool or spa shell, and chipping it off usually takes a strip of plaster or mortar with it. That strip gets rebuilt flat and true before new tile goes on, and the scope says so. If the plaster below the tile line is already rough or delaminating, a replaster conversation belongs in the same quote. The coping stones along the edge are the other question. Some lift off and go back, some crack on the way out, and new coping belongs in the committee request right beside the tile. The water level has to come down below the work, too, which decides when in the season the job makes sense.

Will the committee pick the pool tile color for us?

What the committee reviews is set by the committee. Send the actual tile, the coping and the pattern with the request, so nothing about the job is left for them to guess.

Want this one answered for your own project?

Does tile around a spa need a County permit too?

The tile itself is finish work. Any electrical or plumbing change at the spa is its own permit question, and committee approval comes first either way.

Is our original tile kitchen counter worth saving?

Rarely. A tile counter from that era may sit on plywood with a trim piece at the front edge, and the grout lines stain and chip in a way no cleaner fixes. When the tile comes off, the plywood under it usually comes with it.

We are putting in quartz. What happens to the old backsplash tile?

It comes off with the counter. Old backsplash tile usually sits on the counter or runs down behind it, and pulling the counter tears the drywall. The wall gets patched and flattened, the quartz is set, and the new backsplash starts on the stone so it lines up with the counter's real height. When the counter change is part of a kitchen remodel in Stevenson Ranch, the outlet positions get settled first.

The builder tile on our floor is sound. Can new tile go right on top of it?

Sound today, maybe, but the new floor then rides on thinset nobody can inspect. Floor height also climbs at every door, at the dishwasher opening and at the stair nosing. Usually the old layer comes off.

How can we find hollow tiles before a repair?

Tap them. A coin or the handle of a screwdriver drawn across the floor sounds dull over a void. A few hollow pieces in an otherwise solid floor can be replaced one at a time, provided spare tile exists.

The builder left a box of spare tile in the garage. Is it useful?

Very. Matching tile from a 1990s or 2000s run is hard, and that box turns a cracked tile repair into a clean swap.

Does a crack in the slab under old tile mean a foundation problem?

Usually not. Hairline shrinkage cracks are normal in concrete. A crack with one side higher than the other, or one that keeps getting wider, is a different matter, and it gets a structural look before any tile goes over it.

Can a tile shower replace the acrylic unit in our hall bath?

Yes, with more work than the tile alone. The drywall around the old unit comes out, the mixing valve moves back in the wall to suit a thicker finish, and a backer with a waterproof layer goes onto the studs. The pan is built or set, sloped, and flood tested. The valve and drain changes are County permit work, so they are inspected before the walls are covered, and the tile goes up after that.

Our kitchen and family room share one long tile run. What keeps it from tenting?

Soft joints. A gap at the walls hidden under the baseboard, plus flexible joints across long runs and over any joint in the slab, lets the tile move with heat and with the concrete. Floors laid tight from wall to wall with none of that are the ones that lift into a ridge on a hot afternoon, usually right down the middle of the room. Adding the joints is ordinary work at install time and a full tear out afterward.

Our association is Treana. Does it care about tile inside the house?

That is a question for Treana's management company, and its answer is the one that counts. Ask before ordering and keep the reply in writing.

Where does the wet saw go in a townhome community?

Wherever the sub-association manager says it can. Any shared drive or common planting is not yours to cut on, so a garage bay or your own patio is the usual answer, with slurry kept out of planted ground and storm drains.

Our shower tile looks fine but the grout is failing. Is regrouting enough?

Sometimes. If the tile is solid and the wall behind it is dry, cutting out and replacing the grout and caulk buys real years. If tiles shift when pressed, or grout keeps going dark after every shower, water is already behind the wall, and new grout only hides it for a while.

Is large porcelain tile a good fit for a 1990s slab?

It can be, once the slab is flat. Big pieces show every dip as a raised edge between tiles, so the floor gets checked with a long straightedge and ground or leveled first. Small builder tile hides a lot, and the slab under it is often less flat than anyone expected until the old floor comes up.

How does tile fit into a larger remodel sequence?

Tile is near the end. Plumbing, wiring and framing are inspected, backer and waterproofing go on, the shower is flood tested, and only then does tile start. Cabinets are set before the backsplash, and the floor tile goes down before toe kicks and trim. Grout cures before sealing, and fixtures go on last. That order is written into the schedule you get, so the tile setter never arrives to a wall the inspector has not passed or a counter that is still being templated.

How do I get a written tile quote in Stevenson Ranch?

Call (818) 276-7344 for a visit. Expect a tap test on the old floor, a look at any slab cracks, a check on what is behind the shower tile, and a question about the HOA and your sub-association if exterior tile is involved. The quote separates removal, slab prep, membranes and setting, with any committee items noted. The visit is free.
