Tile Work in Saugus, CA

Tile work in Saugus runs into two rules that have nothing to do with tile. Indoors, a house built before 1978 can bring a federal paint rule into the tear out, and Saugus has whole streets from the 1960s. Outdoors, City code protects oaks of any size, and a new tiled patio inside an oak's protected zone can count as paving encroachment. Both questions get answered before a single tile is picked. After that it is substrate, waterproofing and a fixed price you can hold in your hand.

Metal trim closes every exposed tile edge, which is what stops a cut edge chipping the first time something knocks it.

Old tile on a 1960s street

Urbandale Ave is a clean example of the older Saugus core, a street built out in the 1960s. Retiling a shower or a tub surround in a house that age means working inside walls, ceilings and trim in a house built well before 1978, the cutoff the federal lead renovation rule uses for most housing. Tile is not a painted surface. The drywall above the tile line, the casing and the ceiling are, and pulling tile off a wall tends to bring some of them down with it.

The rule leaves out small repair jobs that touch only a little paint in a room, and lifting a narrow backsplash off sound drywall can fit inside that. Demolishing a painted wall never does, whatever its size. So the scope settles first whether drywall is coming out, and testing by an inspector or renovator holding EPA certification settles whether the rule's work practices apply to it. Asbestos is a separate rule with no build year attached, which is why old adhesive and joint compound go to the lab from younger houses too.

An oak near the patio is a permit question

City code protects any oak of the genus Quercus regardless of size, with scrub oak left off the list on single family lots. The protected zone begins five feet outside the dripline and never sits closer than fifteen feet to the trunk. Grading, trenching, paving and new structures inside it are encroachment, and removing an oak or encroaching into the inner half of that zone needs an oak tree permit.

Single family lots do get exemptions, including a minor encroachment, which the code defines as work in the outer half of the protected zone. Whether a tiled patio, a pool deck or a walkway fits that definition is confirmed with the City, and it gets asked while the layout is still a sketch. Pulling the edge of a patio back out of the zone is often the simplest fix, and it costs nothing when it happens on paper.

Forty year old showers, and newer ones

The 1980s is the largest decade of building in both Saugus ZIPs, and in 91390 it accounts for more than a third of every home counted. A tiled shower from those years has taken about four decades of hot water, and the parts that fail sit behind the face: the pan, the inside corners, the wall around the valve. Fresh grout on a shower like that treats only what you can see.

At the other end, roughly four in ten homes in 91350 are from this century, and retiling there usually means replacing builder tile over a substrate that is still sound. The assembly does not change with the age of the house: backer checked for plane, a continuous waterproof layer, a flood test on the pan, and movement joints where the floor needs them. On a shower that often folds into a full Saugus bathroom remodel.

FAQ

Common questions

The questions we hear most often, answered plainly. If your question is not here, call us and we will answer it the same way.

Our Saugus house is from the 1960s. Can the shower tile come off without the lead rule applying?

The tile can. The walls around it are the real question. The federal rule covers most housing built before 1978 and reaches work that disturbs painted surfaces beyond small repair jobs, and it never treats demolishing a painted wall as small. If the tile comes away and the painted drywall above it stays put, the paint disturbed may stay minor. If the backer, the drywall above and part of the ceiling come down, which is the usual case when a shower is rebuilt properly, the rule's work practices apply unless an inspector, risk assessor or renovator holding EPA certification finds that paint below the rule's lead-based paint level. In a 1960s house, that lead question is settled by such a test before any wall comes down.

Centurion Way homes sit right at the 1978 line. Does old tile there still need an asbestos survey?

Quite possibly. The lead rule stops at 1978, but the South Coast air district's asbestos rule carries no build year at all. A survey is required before renovation or demolition whatever the building's age. The survey requirement does not apply to a single unit home where less than 100 square feet of asbestos containing material is removed or stripped. A single backsplash may sit under that line. A bathroom floor plus a shower surround can pass it, so the square footage gets measured before demolition is booked. A big oak shades our Saugus patio. Does tiling the patio need a City permit?

The tree decides. City code protects oaks of any size, except scrub oak on a single family lot, and the protected zone begins five feet beyond the dripline and never comes closer than fifteen feet to the trunk. Paving, grading, trenching, excavating and building structures inside that zone all count as encroachment, which calls for an oak tree permit unless an exemption applies. On single family lots the exemptions include a minor encroachment, meaning work in the outer half of the protected zone, and trees no more than twelve and a half inches around, measured four and a half feet up. Breaking out and repouring a slab under the canopy clearly involves digging. Whether setting new tile on an existing slab with no digging counts is a question we put to the City before pricing, not after the saw is running. We have scrub oak near the pool in Saugus. Is that protected too?

Not on a single family lot. The City's oak definition leaves scrub oak, Quercus dumosa, off the protected list there. Other oaks stay on it.

Does trenching a drain for an outdoor shower near our oak count as encroachment?

It can. Trenching is encroachment, but on a single family lot a trench kept to the zone's outer half is an exempt minor encroachment. Confirm the line with the City before digging.

Up the canyon in County territory, does the City oak rule cover a tiled patio?

No. Parcels past the City line on upper Bouquet Canyon Road fall under the County's own oak ordinance, with its own size thresholds and its own permit. The parcel lookup that sets the building office also sets which oak code governs. Source: LA County Code Title 22 section 22.174.030, oak tree permit applicability, Ord. 2019-0004

More than a third of 91390 homes are from the 1980s. Is regrouting enough for a shower that age?

A short check tells you. Regrouting renews joints. It does nothing for a pan, a corner or a valve wall that has been taking water for years. We tap for hollow tile, press on the grout line where the wall meets the tub or pan, and look for staining on the ceiling or wall on the far side. In the 91390 ZIP, 2,351 of the 6,692 homes counted were built in the 1980s, which puts a large number of north Saugus showers at the age where that check earns its keep before you spend on grout alone. On the County side of Bouquet Canyon Road, does retiling a shower need a permit?

The tile does not. County code exempts tiling and similar finish work from a building permit where disabled access rules do not apply. Move the drain or the valve and a plumbing permit returns, since trade permits are still required unless separately exempted.

Want this one answered for your own project?

In City Saugus, what part of a tile job needs a permit?

Look at what sits behind the tile. When there is a permit, it follows the plumbing, electrical and framing work: a relocated drain, a new shower valve, a heated floor circuit, a wall moved to widen a shower. Those go through the City's Permit Center, and you hear which parts of your scope need it before we price.

We want heated tile in a 1980s Saugus bath. What if the panel is full?

Then the panel joins the job. A floor heating mat needs its own circuit and a thermostat, and an older panel may have no room for either. In City Saugus a main panel upgrade is on the City's instant online permit list, which keeps that piece from holding up the tile. The decision has to come before setting starts, because the mat lives in the thinset under the tile.

Is a backsplash in a 1970s Saugus kitchen small enough to stay outside the lead rule?

It can be, if the drywall stays. Pulling tile off sound drywall can fit inside the rule's small repair allowance. Cut out the drywall behind it and that allowance is gone, because demolishing a painted wall never counts as minor. It matters most when the backsplash is one piece of a larger Saugus kitchen job.

Does Saugus have neighborhood design rules for tile at a front entry?

Not from the City's special standards districts. Those three sit in Newhall and Sand Canyon. Community association rules, if your tract has them, are their own matter.

Our 1989 Saugus bath floor has a crack running in a straight line. Why?

A straight crack almost always traces something underneath: a shrinkage crack in the slab, a seam in the subfloor, or a spot where framing changes direction. Swapping the broken tiles without dealing with that cause puts a new crack in the same place. An uncoupling membrane across the crack, or a movement joint carried up through the tile, is the usual cure.

Our 2000s Saugus house has builder tile. Tear it out or tile over it?

Out, in a shower, every time. Tiling over buries a waterproof layer nobody can inspect. On a floor, overlay is possible when the old tile is tight and flat, but it raises every threshold and the toilet flange, and removal usually wins on a house young enough that the slab or subfloor beneath is in good shape.

Is tile demolition in Saugus any different from the same job in Newhall?

Mostly in the odds. Saugus homes are younger on average, so fewer of them fall under the federal paint rule, though the Saugus core off Bouquet Canyon Road still has whole 1960s streets. The asbestos survey rule treats both communities the same, since it ignores build year. And the special standards districts that add rules in parts of Newhall do not reach Saugus. Can original wall tile in a 1960s Saugus bath stay while the rest of the room changes?

Sometimes. It depends on what the tile is set on and whether the wall behind it is dry. Tap it, look at the grout where it meets the tub, check the other side of the wall. If it passes, it can stay, and the painted walls and ceiling around it still get the paint question before anything else is disturbed.

How do we know a new Saugus shower pan holds water before tile goes on?

It gets flood tested. The drain is plugged, the pan is filled, the level is marked and left long enough to prove it. Only then does tile go on.

Part of our Saugus frontage is City district landscaping. Where do tile boxes and the wet saw go?

On ground that is yours, usually the garage or the driveway. Some slopes and parkways in Saugus are kept up through City Landscape Maintenance District zones, and a pallet of thinset or a saw throwing slurry does not belong on planting the district maintains. If the line between your yard and the district strip is not obvious, we find out before the first delivery.

Up the canyon, a shower drain needs repair before retiling. Can the County permit be pulled online?

Often, yes. The County's Express Permit is self issued and online only, meant for simple residential work that needs no plan review, and drain repair is one of the County's own examples. Moving the drain to a new spot is more than a repair, and it gets scoped and permitted as the bigger change it is.

Wellston Dr is mostly 1960s, with a few later homes. How does that change a tile tear out?

Only by making the lookup necessary. Wellston Dr mixes 1960s houses with a few later ones, so a neighbor's paint test result says nothing about your walls. The year on your parcel decides whether the federal rule is even in play.

Does a Saugus house built after 2000 still get an asbestos check before tile comes out?

When the size of the job calls for one, yes. The survey rule looks at the amount of material disturbed and ignores build year, so a newer house and a 1960s house are measured the same way.

What goes into a written tile quote for a Saugus house?

The recorded build year, whether the federal lead rule is in play, and whether an asbestos survey is needed. The parcel's jurisdiction, and for outdoor work, whether an oak's protected zone reaches the area. Then the scope in separate lines: demolition, substrate repair, waterproofing, the flood test, setting, grout and movement joints. The price is fixed and written, one person is your contact from the walk to the final walkthrough, and nothing is set until the layer under it has been checked. Call (818) 276-7344 to book the walk.
