Garage Conversion in Newhall

A garage conversion in Newhall is more than a slab and a stud wall. Inside Old Town and East Newhall, the specific plan names conversions outright, so the new room answers to it. In Placerita Canyon, how the house drains comes up before any bathroom does. And in a ZIP with a larger share of pre-1980 housing than Valencia or Saugus, the garage walls may carry decades of paint. All three get answered before the scope and a fixed price are written, and before the door comes off.

The plan names conversions

A garage conversion sounds like an inside job. The Old Town Newhall Specific Plan treats it as more than that. Its applicability section lists remodels and conversions right beside new construction as work that has to comply with the plan, so a garage in Old Town or East Newhall gets read against the plan before it becomes a room. For a house outside the plan area, the regular City code applies and that step drops away.

The plan also opens a door. In its Neighborhood zone, an accessory dwelling unit is a permitted use, with the detailed rules handed to UDC 17.57.040.L. A garage becoming a small unit is a recognized path there, not an exception to argue for. Whether you want a unit with its own kitchen or a bedroom that stays part of the house is the first decision, since the two follow different rules and need different utility runs.

What the missing door looks like from the curb

The garage door is often the widest single thing on a front elevation. Filling it in changes how the whole house reads, and inside the plan area that exterior change sits next to the plan's named styles, from Monterey to Craftsman. A Craftsman house wants a window with Craftsman proportions and trim in that opening. A stock slider in a stucco patch announces what the room used to be.

Small parcels shape the rest. The City's draft Housing Element describes parts of Old Town with lots cut small by earlier subdivisions, and on those lots a detached garage at the back may be the only place a second unit can go. That sends a utility trench across most of the yard, and an oak along the way can turn the trench into a permit question, since a trench across the inner half of the tree's zone needs the City's oak tree permit, with the rest confirmed with the City.

Drains, horses and old paint

Placerita Canyon's special standards district was written partly to keep sewers and other hard infrastructure to a minimum, and it only requires a public sewer connection from larger multi unit projects. A converted garage with a bathroom there starts with where the house drains now. Its standards also ask new development for exterior lights of top shielded design, a sensible choice for a new light beside the converted entry.

Age is the last check. Census estimates put more than half the housing in ZIP 91321 as built before 1980. An older garage may have layers of paint the federal renovation rule covers, and that rule reaches demolition of painted surfaces at any size, so before a wall is cut, get a lead determination and confirm the firm has EPA certification. South Coast AQMD also wants an asbestos survey before renovation on any building, old or new, since the rule has no age cutoff.

FAQ

Common questions

The questions we hear most often, answered plainly. If your question is not here, call us and we will answer it the same way.

Does the Old Town Newhall Specific Plan cover a garage conversion?

By name. Section 4.1.02 of the plan says proposed development, new construction, remodels, conversions, subdivisions and new uses within the plan area must comply with all applicable requirements of its code. So a garage in Old Town or East Newhall is checked against the plan as well as the building code. The current text is the May 2022 update. Outside the plan boundary, a conversion answers to the City zoning code alone, which is why the address gets checked before any design work starts. Can a converted garage become an ADU in East Newhall?

If the lot is in the plan's N zone, the use is allowed outright. The use table lists accessory dwelling units as permitted there and refers to UDC 17.57.040.L, the City's ADU section, for the standards the unit has to meet. That is a friendlier start than a new single family house in the same zone, which the table sends through an Administrative Permit.

Why decide between a room and a unit before talking to the City about an Old Town garage?

Because the plan and the City code sort them into different boxes. A unit with its own kitchen and entrance follows the ADU section the plan points to. A room that stays part of the house is a remodel of that house. The drawings, the utility runs and the approval path all split on that one choice.

How old is the housing around Newhall, in numbers?

Old, by this valley's standards. The Census Bureau's 2024 five year estimates count 11,338 housing units in ZIP 91321, and 6,103 of them, about 53.8 percent, were built before 1980. About 12.6 percent predate 1960. That share is higher than in the ZIPs for Castaic, Valencia, Stevenson Ranch, Saugus and Canyon Country. Those are estimates with margins of error, and the Census groups homes by decade, so 1980 is the nearest line it offers to the federal lead paint cutoff. For a garage conversion, it means the odds are real that the wall you are about to open for a window carries old paint. What happens to the painted garage walls before anyone cuts them?

They need a lead answer first. The federal renovation rule reaches most homes older than 1978, and cutting a garage wall open for a window or a door disturbs its paint. Only someone with EPA certification in one of three roles, risk assessor, renovator or inspector, can find those surfaces free of lead-based paint and take the work outside the rule. Without that finding, a firm lacking EPA certification may not do the work. Settle both questions before anyone cuts. Sources: 40 CFR 745.103, definition of target housing, pre-1978 housing and its exceptions, eCFR current text. 40 CFR 745.81(a)(2)(ii), firm certification required to perform, offer or claim renovation, effective 22 April 2010

Does an old garage need an asbestos survey before it is converted?

South Coast AQMD Rule 1403 requires a survey before renovation or demolition, whatever the building's vintage, because the rule names no cutoff year. A single unit home where only a little asbestos containing material comes out by removal or stripping is excused from the survey step alone, and the other requirements stay. The survey reaches every layer of flooring and the materials in wall and ceiling cavities, so old floor tile on the slab and ceiling materials get sampled, along with anything else the surveyor suspects.

My garage is detached at the back of a narrow Old Town lot. What changes?

The utilities have to travel. Power, water, drain and often gas cross the yard to reach the new room, and on a small parcel that trench can run the full depth of the lot past fences, a patio and a side yard. Getting materials in is tighter too, since a narrow lot may leave a single side yard for everything to pass through. The trench length and its route get measured on the walk, because they are a real part of the price.

There is an oak between the house and the garage. Can the trench still go through?

If the trench runs through the half of the zone closest to the trunk, the City's oak tree permit is required. The zone starts outside the dripline, and where one family's house occupies the lot, a trench in the outer half is minor encroachment and exempt, with the City settling where that half starts. The code covers encroaching into that zone, not just cutting the tree. Routing the line around the zone can be the easier answer, and it gets priced next to the permit route. Want this one answered for your own project?

We keep horses in Placerita Canyon. Can the garage become a guest room?

The district is built around animals living close to houses. It allows two horses or similar animals on a lot of at least 5,000 but less than 15,000 square feet, so on a smaller canyon parcel the converted garage may sit a short walk from a corral. That shapes the design more than the approval: window placement, a door facing away from the stalls, screens, and grading that keeps corral runoff off the new slab edge. The district calls for top shielded exterior lighting on new development, with hoods aimed so light stays on your own parcel, and that is a good standard for the new entry light as well. Source: Santa Clarita UDC 17.39.020, Placerita Canyon Special Standards District, subsections B.1 and B.2.c, eCode360 edition dated 28 April 2026

Does the Placerita Canyon district make me connect a garage bathroom to sewer?

Not on its own, since its sewer rule targets larger residential projects. The real question is whether the house drains to a sewer lateral or to a septic tank that must handle another bathroom.

Is there anything in the Happy Valley district that touches a garage conversion?

Mostly at the edges of the job. Fences and gates there stay legal nonconforming only until they are demolished or modified, so moving a gate to reach a new entry brings it up to current City code. The district also allows horses and similar animals under the City's large animal rules, and it describes streets lined with large oaks, which puts the oak permit question back on the table wherever a new utility line or walkway passes near a tree.

What does the plan's style guidance mean for the window where the door was?

The opening should look like it was always a wall on that house. On a Monterey or Mediterranean house that often means a deeper set window and a matching wall finish. On a Craftsman or Western Victorian house, trim width and window proportion carry most of the look. A stock window centered in a patched opening reads as a former garage from the sidewalk.

Could a City historic designation affect my garage conversion?

Only if the property has been designated, and designation is owner initiated, so an old garage is not a historic resource by default. On a designated property, renovating or altering the resource needs a minor use permit, with no entitlement fee.

A previous owner already made the garage a room. Why does that matter more in East Newhall?

The public review draft of the City's Housing Element named East Newhall and Old Town Newhall as priority neighborhoods for proactive Community Preservation, the City's property maintenance and code compliance work. An unpermitted conversion can surface under that kind of attention, or at a sale. Legalizing one usually means opening walls so an inspector can see the framing, wiring and insulation, and sometimes it means tearing parts out and doing them over. Where a room cannot be brought up to code as built, it can go back to being a garage. Starting that on your own timeline costs far less than starting it after a notice arrives.

Does a downtown flood determination matter for a converted garage?

It can. A garage slab sits at grade, and turning it into living space changes what that floor is used for. Some downtown Newhall owners kept being told their lots were in the A zone before a FEMA revision took those zones out of the streets, so the current determination for your parcel is worth confirming before design. If the lot really is in an A zone, the flood rules get read before the floor plan is drawn.

Do the City's fire hazard zone rules reach a garage conversion?

When the parcel is mapped in a City Fire Hazard Zone, altering the building brings the California Wildland Urban Interface Code into that work, so the new window and the wall where the door stood get specified to it. Off the map, it does not apply. Your address settles which.

Can the converted garage be pushed out a few feet toward the property line?

Then it is an addition as well as a conversion, and the setbacks that govern adding onto a Newhall house apply to the new part.

Who issues the permit for a Newhall garage conversion?

The City of Santa Clarita. Newhall sits inside city limits.

Can we keep a workshop bay on a ranch lot south of Lyons Avenue?

Yes. On a big lot it often makes sense. The specific plan describes early ranch homes on large lots in that part of Newhall, where a garage may double as the workshop. A partial conversion keeps a bay for that use, closed off from the new room by a proper wall and door.

On a small Old Town parcel, is the garage the only realistic place for more space?

Often it is. On the small parcels the City's draft Housing Element describes, the setbacks leave little ground for an addition, while the garage already has a slab, a roof and walls inside the lot. Whether it pencils out depends on the slab, the utility runs and the asbestos and lead results, which is why nothing gets promised before the walk.

What does the first visit look like for a Newhall garage?

Cars out, door open, and the address checked before we arrive. We look up whether the lot falls in the specific plan, a special standards district, a mapped fire hazard zone or the corrected downtown flood area. On site we measure the slab, find the drain and the panel, note any oak within reach of a trench, and see which walls are painted. The written scope and the fixed price come after that, not before.

How is the work sequenced once an old Newhall garage is opened up?

Asbestos and lead answers first, then demolition, then framing, plumbing and electrical rough work, each inspected before insulation and drywall cover it. Our crews and the trades we coordinate follow that order under one point of contact, so nothing gets closed early and nothing gets opened twice.
