Garage Conversion in Castaic
Converting a garage in Castaic starts at the County hazard maps, not the tape measure. LA County runs a streamlined program for turning an existing garage into an ADU, but it shuts out lots with mapped slope, landslide or liquefaction, while parts of Castaic sit in state liquefaction zones. Fire zone status changes the construction rules as well. We check your parcel first, then write one fixed price for the conversion your lot can actually get, with the permit path named in the scope.

The County garage program meets Castaic ground
LA County Building and Safety offers a streamlined path for converting an existing garage into an ADU or a JADU. The limits are firm. The unit stays single story, the footprint does not grow, and the lot can have no hillside construction, no mapped slope, landslide or earthquake liquefaction, and no unpermitted work. Regional Planning approves the unit first, and a pre construction meeting with the County building inspector is mandatory before anyone swings a hammer.
Those limits bite in Castaic. Parts of Castaic sit in state liquefaction zones, and the state landslide maps get read for your parcel as well. A garage on a mapped lot can still be converted through standard County plan review, with soils questions more likely along the way. Knowing which track you are on before drawings start saves a redesign, so the zone lookup is the first thing we do.
Parking, the CSD and what the garage becomes
Parking used to end these conversations. For a garage converted into an ADU, County code now requires no replacement parking for the new unit or for the house, and state ADU law says the same. That relief is written for ADUs. A garage turned into a family room or an extra bedroom for the main house is an alteration, and its parking gets checked under the zoning for the house.
Castaic adds one more read. The Castaic Area Community Standards District exempts existing buildings on conditions, and one of them concerns changes that raise the occupancy load or the parking requirement of the existing use. Living space in a garage touches both ideas, so we get Regional Planning's reading for your house before submittal. Lots in the Northlake and Newhall Ranch specific plan areas answer to their specific plan while it stays in effect.
A new wall in a fire zone
The garage door opening becomes a framed wall with a window, and that is an alteration to an existing building. On a Castaic lot in a fire hazard severity zone, County code applies its wildfire construction chapter to alterations like that once the permit is applied for in 2026 or later, so the window, any new vent and the siding or stucco get chosen from what those rules accept. Castaic is on the County list of areas lying wholly or partly in a fire zone, which is why we look up your parcel and never assume.
The garage itself is the familiar part. In the Census count for the Castaic CDP, no decade tops the 1980s, and a garage from that era usually brings a slab that falls toward the door, open stud walls, a gas water heater and the washer hookups. Each gets its own line in the written scope: leveling, insulation, a plan for the water heater, and the circuits a lived in room needs.

FAQ
Common questions
The questions we hear most often, answered plainly. If your question is not here, call us and we will answer it the same way.
Does the County garage to ADU program take lots in a Castaic liquefaction zone?
No. The streamlined program excludes lots with mapped slope, landslide or earthquake liquefaction, along with hillside construction, added footprint, second stories and existing unpermitted work. Parts of Castaic sit in state liquefaction zones. The parcel lookup comes first, and a garage on a mapped lot goes through standard plan review. Longer path, same destination.
How do I find out whether my Castaic garage sits in a mapped hazard zone?
We look up your address on the state liquefaction and landslide maps and the fire hazard severity zone maps. Zones follow the ground, not tract lines, so a neighbor's result does not settle yours.
Will I have to replace the parking if the garage becomes an ADU?
No replacement parking is required. County code says that when a garage, carport or covered parking structure is converted into an ADU, no replacement parking can be required for the ADU or for the house, and state ADU law carries the same rule. Parking for the new unit itself is a separate test. Outside a Very High fire zone the County asks for none. Inside one, County parking rules apply unless an exception fits, and a unit built within an existing house or accessory structure is one of the listed exceptions. Does a Very High fire zone take away that parking relief?
Not for the lost garage spaces. State ADU law bars requiring them to be replaced, and County code agrees inside a Very High zone. The zone only changes parking for the new unit.
Is an ADU allowed at all on a Castaic lot that touches a Very High fire zone?
Settle this one before anything else. The County ADU ordinance prohibits a standard ADU on a lot with any part in a Very High Fire Hazard Severity Zone unless the lot has two separate vehicle routes to a highway, each meeting a minimum width. A lot that fronts a highway is excepted, and so are the units state law exempts. Whether a conversion of your garage falls into one of those exempt groups is something we confirm with County Planning before design. The answer can decide between a rentable ADU and an extra room for the main house, which are different permits, different walls and a different budget. What separates an ADU from a JADU in a Castaic garage?
A JADU is the smaller unit. It has to sit within the main home and have its own exterior door, so a detached garage does not meet that test. For fire and life safety rules, County Building and Safety counts a JADU within the main house, so the separation wall between two dwellings is not required. An ADU counts as its own dwelling and carries that separation. The choice changes the wall, the door and the permit.
Does the Castaic CSD have anything to say about a garage conversion?
Possibly. The CSD exempts existing buildings and additions to them on stated conditions, and one condition speaks to changes that increase the occupancy load or parking requirement of the existing use. Turning a garage into living space touches both. The conditions are joined by and/or wording, so the honest move is asking County Regional Planning how it reads for your house, and we do that before submittal. Lots in the Northlake and Newhall Ranch specific plan areas are outside the CSD while their plans are in effect. Must the new wall in a Castaic garage door opening meet wildfire rules?
On a lot in a fire hazard severity zone, yes. County code applies Chapter 5 of the California Wildland Urban Interface Code to alterations and repairs of existing buildings in any fire hazard severity zone or WUI area when the permit application goes in on or after 1 January 2026. Framing in a garage door and adding a window is an alteration. County fire zone construction notes ask for ember resistant vents and say that paints and coatings are not an approved method of protection, so that wall is protected by what it is built from. Want this one answered for your own project?
What kind of window goes in the old door opening?
One that passes three checks: the energy rules for new conditioned space, the fire zone rules if your lot is mapped, and escape opening size if the room will be a bedroom. We choose it against all three before ordering and size it so it looks like it came with the house.
The 1980s garage slab falls toward the door. How is that fixed?
A leveling pour or a framed floor over the slab takes out the fall. Which one depends on how much drop we measure and how much ceiling height is left after insulation. Either way it is flat and dry before new flooring over the leveled garage slab goes down.
Does liquefaction mapping mean the garage slab gets torn out?
Not by itself. The mapping moves the project off the streamlined track and brings soils questions for new foundations. A conversion that keeps the existing slab and adds no footprint is a different case, and plan check tells us what it wants to see.
Can a detached garage on a Castaic lot with oaks be converted?
Often, through standard plan review if not the streamlined program, which lists oak trees in the way of construction among its exclusions. The oak question is mostly about the trench, not the building. A detached garage needs power, water and a drain run out to it, and on a lot with mature oaks that route often crosses the yard. The County oak ordinance protects the ground out past the drip line, so a utility trench through that zone can need an oak permit even when nobody touches the tree. We plan the route around the root zone first. Removing or relocating an oak is a far bigger step. The Castaic CSD calls for a published notice and a public hearing for even one oak on a single family lot, and how it reaches work on an existing house gets settled with the County first. Is my Castaic house on sewer or septic, and does it matter for a garage bathroom?
It matters, and we confirm it for your lot. A bathroom in the converted garage has to drain somewhere. On sewer, the question is the route to the lateral. On septic, added fixtures can bring the system itself under review. We confirm which one serves your parcel before promising a bathroom.
Does a Hasley Canyon garage conversion use SCV Water?
A 2018 County report lists Hasley Canyon under County Waterworks District 36, not SCV Water. Boundaries can change, so your current water bill settles it before any service change.
Where does the gas water heater go when a Castaic garage becomes a room?
Utility gas heats most Castaic homes, and the water heater usually lives in the garage. It can stay in a closed off section with proper combustion air and clearances, or it can move, which reroutes gas and water lines. We price both so you see which costs less on your layout. How long does County review of a garage ADU take?
Two clocks. County Planning works under a state deadline to decide a complete ADU application, and that deadline covers planning only. County Fire says building and fire plan review follows as its own process with no set timeline. We submit complete packages and answer corrections quickly, and the schedule we give you shows which stretches are County review and which are construction.
Is there a pre construction meeting on a Castaic garage conversion?
On the County streamlined garage program, yes. Before work starts the owner sits down with the County building inspector, and we attend with the approved plans.
Can I add a little space to the garage for the ADU entry?
County size rules allow a small addition for entry and exit on a unit converted from an existing accessory structure. Any added footprint takes the job off the streamlined program, and the new floor area has to meet the setbacks a new ADU carries.
Do the Castaic hillside grading limits affect a conversion?
Rarely for the work itself. The CSD grading and brushing limits on steep slopes aim at new pads and cuts, and a conversion inside existing walls moves no earth. A hillside lot still misses the streamlined program.
Should I convert the garage or build an addition on my Castaic lot?
Compare the approvals as well as the square footage. A room addition in Castaic can run into the CSD floor area line, a ridgeline permit, an oak hearing and a Fuel Modification Plan. A conversion reuses a shell that is already standing, so the ridgeline permit, the oak hearing and the floor area line usually never come up. The fuel modification review can. County Fire code lists "Any structure that changes occupancy classification" among the projects that need the Fire Department's final sign off on a fuel modification plan, where the lot is mapped as a hazard zone on State Responsibility Area ground or as Very High on local responsibility ground, and turning a garage into living space can be that change. On a qualifying lot we confirm that step with the Fire Department before design. The fire zone construction rules and the ADU access test still apply too. When both fit the budget, the one with fewer County stops tends to finish first. Can an old unpermitted garage conversion in Castaic be legalized?
Sometimes. It rules out the streamlined program, which requires no unpermitted work. Legalizing it means proving through standard County plan review that what was built meets code, and that usually means opening walls. We tell you what that likely involves before you commit.
What do you check on the first visit to a Castaic garage?
The map side and the concrete side. We look up the parcel's liquefaction, landslide and fire hazard mapping, whether it falls under the CSD or a specific plan, and the permit record for the garage, since unpermitted work closes the streamlined door. Then, with the cars out, we measure the slab fall and the ceiling height, find the water heater and gas line, check the panel and trace the nearest drain. The written quote names the permit path it assumes, so you know from the first day whether you are on the streamlined track or standard plan review. Mapped, measured, written.
