Home Additions & ADUs in Castaic

An addition in Castaic answers to rules most of the Santa Clarita Valley never sees. Castaic has its own Community Standards District in the County zoning code, a single oak in the footprint can mean a public hearing, and parts of town sit in mapped Very High fire hazard zones. Before anyone draws a room, we look up your parcel, find which of those rules reach it, and write the scope and the fixed price around what the County will actually permit.

Design rendering. A detached backyard unit needs water, sewer and power run out to it, so the route for those lines from the main house is planned before the slab is poured.

The Castaic CSD and your addition

Castaic sits under the Castaic Area Community Standards District, Chapter 22.312 of the County zoning code. The County wrote it to protect the rural character and natural resources of the Castaic communities, and it reaches Hillcrest, Hasley Canyon, Castaic Junction and Paradise Ranch along with the town itself. Additions to an existing house get a limited exemption, and one of its conditions measures the size of the addition against the floor area you already have.

So the first number we pull is your existing square footage, from the permit record, not from an old listing. A modest bedroom wing and a large family room can land on opposite sides of the CSD line, and learning that before design costs nothing. Where the reading is not obvious, we confirm it with County Regional Planning while the plan is still a sketch. Homes in the Northlake and Newhall Ranch specific plan areas are a separate case, because those lots follow their own specific plan while it stays in effect.

Ridgelines, slopes and the oak in the yard

Castaic is hill country, and the CSD treats it that way. Mapped significant ridgelines carry a no build buffer along the crest. An addition to a house already inside one needs a Minor Conditional Use Permit, a discretionary approval with its own review time. On the steepest ground, grading and brushing are prohibited apart from items like fire clearance, so a pad cannot simply be carved into the hillside for extra rooms.

Oaks are the other early question. The County oak ordinance protects the ground around a tree as well as the trunk, so building close to one can need a permit even when the tree stays. Castaic adds a stricter step: removing or relocating even one oak for a single family home goes to a published notice and a public hearing. We confirm with the County how that applies to your addition before design, because a footprint shaped around a tree costs far less time than one that needs the tree gone. Fire zones, soils and the County counter

Parts of Castaic map as Very High fire hazard. Parts of Castaic also sit in state liquefaction zones. Neither is true of every lot, so we look yours up. In a qualifying fire zone a large addition brings a Fuel Modification Plan review with County Fire, and on applications filed from 2026 on, the County carries its wildfire construction rules onto additions to existing homes in a fire zone.

Castaic permits come from LA County Public Works Building and Safety. Its Santa Clarita Valley office on Valencia Boulevard is probably your counter, which your address confirms, and it is a short drive from our Valencia office. When Planning, Fire or another agency must sign off, the County issues an agency referral sheet, and every approval on it has to be in hand before the building permit issues. We carry that sheet from desk to desk, so you keep one contact and one written scope from the parcel lookup to the final inspection. If the addition grows into a bigger project, the same plan folds into a whole house renovation in Castaic.

FAQ

Common questions

The questions we hear most often, answered plainly. If your question is not here, call us and we will answer it the same way.

Does the Castaic CSD apply to a room addition on my house?

That depends on how much you add. The Castaic Area Community Standards District exempts existing homes and additions to them, and one condition in that exemption is that the addition does not grow the existing floor area by more than 25 percent, counted cumulatively. Past that line, CSD standards can come into play. The exemption is drafted with more than one condition, so we do not guess at how they combine on your lot. We measure your current floor area, add up additions on record since the district took effect, and confirm the reading with County Regional Planning before design money is spent. Source: LA County Code 22.312.040.A.3, Castaic Area CSD exemptions, Municode Supplement 146 Update 2, online 2 September 2026

Do earlier additions on my Castaic house count toward that line?

They can, if added after the ordinance establishing the district took effect, since the CSD counts that floor area cumulatively. Permit history shows what was added and when. Source: LA County Code 22.312.040.A.3, Castaic Area CSD exemption for existing buildings and additions

My house is in the Northlake area. Does the CSD still apply?

Not while the specific plan is in force. Lots inside the Northlake and Newhall Ranch specific plan areas are exempt from the Castaic CSD for as long as their plans stay in effect, so the addition follows the specific plan standards. We pull those for your lot.

Can I add on to a house that sits on a mapped Castaic ridgeline?

Often, with an extra permit. The CSD keeps development out of a buffer around the crest of each mapped significant ridgeline, wider for a primary ridgeline than a secondary one. Additions and modifications to an existing single family home are a listed exemption, and that exemption requires a Minor Conditional Use Permit from Regional Planning. It is a discretionary approval, so it adds review time ahead of building plan check. We check the ridgeline map for your parcel at the first walk.

An oak tree stands where we want the addition. What happens in Castaic?

Castaic is stricter than the County's standard oak process here. The CSD says an oak tree permit to remove or relocate even one oak in connection with a single family home requires publishing and a public hearing. That means notice time and an outcome nobody can promise. The County oak ordinance also protects the root zone out past the drip line, so building near an oak can need a permit even when the tree stays put. Whether your particular addition lands on the hearing path is something we confirm with the County before design. The cheaper answer is nearly always a footprint that leaves the oak alone, and on most lots there is one. Will an addition in Castaic need a Fuel Modification Plan?

It can. County Fire requires final fuel modification plan approval when remodeling grows the existing structure or its footprint by 50 percent or more within any twelve month period, for any new enclosed structure over 120 square feet, and for a change of occupancy classification. The rule reaches only lots in a State Responsibility Area fire hazard zone or a Local Responsibility Area Very High zone. Some Castaic parcels map that way, so we check yours before sizing the addition. The plan lays out planting zones around the house, and it is its own review, separate from Planning and Building and Safety. Source: LA County Code Title 32 (Fire) section 4906.3, fuel modification plans, Ord. 2025-0027, Municode Supplement 146 Update 2, online 2 September 2026

Is the 50 percent fire line the same as the 25 percent CSD line?

No. Two tests, two departments, and the fire line only counts in qualifying fire zones. An addition can pass one and still reach the other's condition, so both get checked on day one.

Can I build a detached ADU on a Castaic lot in a Very High fire zone?

Possibly, and access comes first. The County's ADU rules bar a standard ADU on a lot with any part in a Very High Fire Hazard Severity Zone unless the lot has two separate vehicle routes to a highway, each meeting a minimum width, with exceptions for a lot that fronts a highway and for the smaller units state law protects. County Fire also wants every part of a new ADU within reach of an approved access road. On a hillside lot at the end of a narrow street, those tests can settle the project before any floor plan does, so we map the access first.

Want this one answered for your own project?

Does the CSD cap how big my ADU can be?

Not on floor area or lot coverage. The County ADU ordinance keeps ADUs clear of Community Standards District limits on those. The ADU rules set the size. Source: LA County Code Title 22 section 22.140.640.G.1.a.ii, ADUs not subject to CSD floor area or lot coverage limits, Ord. 2025-0029

Does County Fire treat a detached ADU as a new structure?

Yes. A detached unit is a new enclosed structure, so on a lot in a qualifying fire zone it goes to the Fuel Modification Unit even when it is a fraction of the size of the house. Plan that review alongside the ADU application.

My house is in Hasley Canyon. What changes for an addition?

The CSD gives Hasley Canyon its own area and describes it as large lots, equestrian trails, rolling hills and a number of significant ridgelines. The ridgelines matter most for an addition, because a house near a mapped crest may need that Minor CUP. The canyon's lot size and setback standards are written for new lots and vacant parcels, so for an existing home we read your recorded lot and zoning. Water is the other difference. A 2018 County water report lists Hasley Canyon under a County waterworks district, not SCV Water, and your current water bill confirms the provider before a new bathroom calls for a larger meter or a shutoff.

Can we cut a flat pad into the slope behind the house?

Not on the steepest part. In Castaic's hillside management areas the CSD prohibits grading and brushing on the steepest slopes, with narrow exceptions such as fire safety clearance. Gentler ground may take a pad, with a County grading permit and hillside seismic design where they apply. We walk the slope before we price it.

Is my Castaic lot in a liquefaction zone?

Some are. Parts of Castaic sit in state liquefaction zones. Landslide zones from earthquakes are mapped by the state too. Plenty of lots are in neither. We check both maps for your parcel, and where a zone applies, expect soils questions before the foundation design is approved.

Where do Castaic addition plans get submitted?

To LA County Public Works Building and Safety, online through EPIC-LA, the County permitting portal, or in person at a County office. For a Castaic address that is most likely the County's valley office, 23757 Valencia Boulevard, and we confirm it by address. That is a different building and a different system from the City of Santa Clarita permit center down the same boulevard. An addition is too involved for the quick counter review, so it is taken in and checked in the order received.

What is an agency referral sheet, and why would my addition get one?

It is the County's roster of other approvals your project needs before the building permit can issue. On a Castaic addition it can name Regional Planning for the CSD or a ridgeline permit, the Fire Department for fuel modification, and others depending on the lot. Each sign off must be in hand first. We work the list in parallel, so one slow stamp does not idle the rest.

Our Castaic house dates from the 1980s. Can a new wing tie into that roof?

Often, once someone has been up in the attic. The 1980s lead every decade in the Census count of Castaic CDP homes, and those roofs were framed for the original house only. The new section has to meet that geometry and carry its own load to the ground, so an engineer details the connection and we price it from what the attic shows. Source: US Census Bureau, ACS 2020 to 2024 5-year, table B25034 year structure built, Castaic CDP

Will the addition have to follow the County wildfire construction rules?

Where your lot is in a fire hazard severity zone, yes. County code applies Chapter 5 of the California Wildland Urban Interface Code to additions, alterations and repairs of existing buildings in any Fire Hazard Severity Zone or WUI area, for permit applications submitted on or after 1 January 2026. On an addition that shapes the vents, the roof covering and the exterior materials. Castaic is named in the County fire code among areas lying wholly or partly in a fire zone, and the words wholly or partly are the reason each parcel gets checked, not assumed. Source: LA County Code Title 30 section R337, WUI Code 501.1 as amended, Ord. 2025-0051, Municode Supplement 146 Update 2, online 2 September 2026

What about additions in the Castaic Creek Area?

Those take the longer road. In the mapped Castaic Creek Area, the CSD requires a Conditional Use Permit for all development, processed the way the County handles a Significant Ecological Area. A single family home can also lose its usual pass on CSD site plan review where the creek preservation rule applies.

My lot is large. Can I clear native brush for a bigger footprint?

Within a cap. On larger Castaic lots the CSD limits how much of the lot can be cleared of locally indigenous plants, the species the County lists for the Castaic area, apart from clearance the Fire Department requires. A big footprint plus a driveway and new yard can reach that cap sooner than owners expect.

Will the smoke alarms in the rest of the house change?

Possibly. County plan check calls for hard wired, interconnected smoke alarms with battery backup, and accepts battery only alarms in existing homes only where no construction takes place. Plan check settles how far that reaches into your existing rooms, and the wiring goes into the quote if it does.

Would a garage conversion get me the space with fewer Castaic approvals?

Sometimes. Converting the garage of a Castaic home adds no footprint, so it avoids new grading, the ridgeline buffer question and a fresh dig beside an oak. Fire zone construction rules, parking and a possible County Fire fuel modification review still apply, and a garage is usually smaller than the room people picture. We price both paths when the choice is close.

What does the first visit to a Castaic lot cover for an addition?

More map work than owners tend to expect. Before measuring a room we pull the parcel's fire hazard zone, the state liquefaction and landslide maps, the CSD ridgeline and creek maps, and whether the lot sits inside Northlake or Newhall Ranch. Then we walk it for oaks, slope and access, measure the existing floor area, and look at the panel, the roof framing and the foundation. The written scope and fixed price already account for the approvals your lot needs, so the number holds when the County hands over its referral sheet.
