Garage Conversion in Stevenson Ranch
A garage is the easiest square footage in a Stevenson Ranch house. The permit comes through LA County. Very High fire hazard is mapped even on the flat streets, so your parcel gets looked up, since the zone shapes ADU access, parking and the wall that replaces the door. The County's streamlined garage ADU program turns away lots with slope, landslide or liquefaction issues, and your HOA approves the exterior in writing. We work out which path your garage fits, then price it in writing.

Room, JADU or ADU: pick the path first
The same garage can become three different things on paper. A habitable room stays part of the house. A JADU stays inside the main home with its own outside door, and County Building and Safety treats it as part of the main structure for fire and life safety, so no separation wall is needed between it and the house. A full ADU counts as its own unit, with the separation, the ADU ordinance and the fire map questions that come with that. That choice comes before drawings. The County also runs a streamlined garage to ADU program, and it is narrow on purpose. It takes a single story conversion of an existing garage with no added footprint, no unpermitted work, no hillside construction, and no slope, landslide or liquefaction condition. Regional Planning signs off first, and a pre-construction meeting with the County inspector is mandatory. State maps put landslide zones beside Stevenson Ranch neighborhoods, and a liquefaction zone covers the western end of Pico Canyon, so your parcel gets checked before anyone counts on the fast lane.
The fire map and the wall where the door was
Your parcel gets looked up first, because the County's fire zone map does not stop at the ridgelines here. If any part of the lot is in that zone, the County ADU ordinance sets limits on new units that do not apply elsewhere: vehicle access routes to a highway, and parking rules it waives outside the zone. Both come with exceptions that matter to a garage. Units state law exempts from local limits are carved out of the access rule, and a unit made from part of the house or an existing accessory structure is one of the parking exceptions. The infill wall is exterior work, so on a County permit application dated 1 January 2026 or later, where the lot lies inside a mapped Fire Hazard Severity Zone, it follows the wildfire construction rules, down to the vents and the window you pick. It is also exterior work under the master HOA, which approves changes like this in writing before they start, and some townhome tracts add a sub-association manager on top. A written scope names the wall system, the window and the finish, so the committee and the inspector are looking at the same thing.
A younger garage is still a garage
Most houses here went up in the 1990s and 2000s, so the garage is not old. It was still built as unconditioned space. Turning it into a room brings the state energy standards to the walls, the ceiling and any new glass, and the County's plan check list expects interconnected, hard wired smoke alarms with battery backup once construction is under way. The rest is sequence. Framing and the infill wall, then rough electrical, plumbing and mechanical, then inspection, then insulation and drywall, then finishes such as a new floor laid over the old garage concrete. One point of contact runs it, the price is fixed in writing before the saw starts, and nothing gets covered until the County inspector has seen it.

FAQ
Common questions
The questions we hear most often, answered plainly. If your question is not here, call us and we will answer it the same way.
Does turning a Stevenson Ranch garage into an ADU mean finding replacement parking?
No. The state and the County agree on that. Government Code 66314(d)(11), amended by AB 1170 effective 1 January 2026, bars a local agency from requiring that parking lost to a garage converted into an ADU be replaced, and the County ADU ordinance says the same for both the ADU and the main house. The Very High fire map adds a wrinkle for other ADUs. Inside that zone, County parking rules apply to an ADU unless an exception fits, and a unit that is part of the house or an existing accessory structure is one of them. A brand new detached unit elsewhere on the lot may not get that break. Sources: California Government Code section 66314(d)(11), amended Stats. 2025, Ch. 67 (AB 1170), effective 1 January 2026. LA County Code Title 22 section 22.140.640.G.1.d, ADU parking, Ord. 2025-0029
Can my garage go through the County's streamlined garage to ADU program?
Only if the lot and the garage both fit. The program covers a single story conversion inside the existing garage footprint, with no hillside construction, no slope, landslide or liquefaction issue, and no unpermitted work already in place. Regional Planning approval comes first. Landslide zones on the State's seismic maps border the Stevenson Ranch tracts, so the parcel check comes before any plan to use it.
Our house is near the western end of Pico Canyon. Does liquefaction mapping matter for a conversion?
Quite possibly, because it can decide your permit path. The State drew a liquefaction zone over the western end and tributary canyons of Pico Canyon, and the streamlined County program excludes liquefaction lots. The regular plan check route is still there.
Is a JADU a better fit than a full ADU for an attached Stevenson Ranch garage?
Often, when the goal is space for family and not a fully separate unit. County Planning defines a JADU as up to 500 square feet, inside the main home, with its own exterior access, so an attached garage is a natural candidate. County Building and Safety treats a JADU as part of the main structure for fire and life safety, which means no soundproof separation wall with a fire resistance rating between it and the house. A full ADU is a separate unit, so it brings that wall, plus the Very High zone ADU questions. You are trading size and independence for simpler walls and a simpler review. Does the Very High fire map rule out an ADU in my garage?
Not automatically. The County ordinance blocks a County standard ADU on a lot any part of which is in a Very High zone unless the lot has qualifying vehicle routes to a highway or fronts one, but units that state law exempts from local limits sit outside that prohibition. Whether your conversion lands in an exempt category depends on what it is and how it is laid out, so it gets confirmed on the plans with the County, after a parcel lookup confirms the zone for your own lot. What does the wall that replaces the garage door have to meet?
Three sets of rules look at it. For a County permit application filed on or after 1 January 2026, alterations to an existing house in a Fire Hazard Severity Zone follow Chapter 5 of the California Wildland-Urban Interface Code, so the infill wall, any new vent and the new window are chosen with ember exposure in mind. The County's notes for those zones also say paint and coatings do not count as protection. The energy standards want that wall insulated like any other exterior wall of living space. And the HOA wants the finished elevation approved before work begins. Designing once for all three costs less than redesigning for the one somebody forgot. Does the Stevenson Ranch HOA have to approve a garage conversion?
The exterior part does, in writing and before work starts. Losing a garage door changes how the house meets the street, and that is Architectural Committee territory.
Will the HOA care what color the new wall is painted?
Count on it. Painting is named outright in the committee's written approval rule, so the finish on the infill wall belongs in the same submittal as the wall.
Want this one answered for your own project?
We live in a townhome tract with its own association. What changes?
The approval list gets longer. Sub-associations such as Diamondhead, Palisades and Crown Villas North each list their own management company, separate from the master HOA's. Your documents also decide who controls the exterior walls of an attached building. Read them, then call both managers.
Is there a size cap on an ADU made from my garage?
Not from the County when the unit stays inside the existing house or an existing accessory structure. A converted accessory structure can also add a small area for getting in and out without losing that treatment.
The garage sits close to the side property line. Is that a problem?
Not for the conversion itself. The County applies no setback to an ADU inside the existing house, or to a conversion of an existing accessory structure that adds no floor area. Push the walls out and the new part has to hold a minimum distance from the rear and side lines.
Where does a Stevenson Ranch garage conversion get permitted?
Through LA County. The County's Santa Clarita Valley Building and Safety office on Valencia Blvd shares its address with a Regional Planning counter, which helps when an ADU needs planning sign off first. Plans can also go in through EPIC-LA. Confirm the office for your address.
Does the County's ADU decision deadline cover the whole approval?
No. The County ordinance gives planning a deadline to decide once an ADU application is complete. County Fire points out that the building and fire plan review after that has no set timeline. A clean, complete submittal is what keeps the second stage moving. Source: LA County Code Title 22 section 22.140.640.D.1, decision within 60 days of a complete ADU application, Ord. 2025-0029
Our garage dates from the 1990s. Will it need insulation?
Plan on it. A garage of any era was built as unconditioned space, and turning it into a room brings the state energy standards to the walls, the ceiling and any new window. A younger house does not change that rule. What it can change is how much of the existing framing and wiring is usable as it stands, which gets checked with the drywall off, before the insulation goes in.
Do the smoke alarms in a converted garage have to be hard wired?
Expect so. The County's residential plan check list calls for interconnected, hard wired smoke alarms with battery backup, and it accepts battery alarms in existing buildings only where no construction is taking place. A conversion is construction. Battery carbon monoxide alarms get the same limit.
Can the converted garage have its own bathroom?
It can. The drain route sets the cost more than the fixtures do. A bathroom in a garage means cutting concrete to run drain and vent back to the existing line, so where that line runs gets found on the first visit. For layout, tile and fixture choices, bathroom remodeling in Stevenson Ranch goes deeper.
What flooring works over the old garage concrete?
Many finished floors do, once the concrete has been checked for level and moisture and prepared to suit the product. That prep is written into the scope as its own line.
What if a previous owner already converted the garage without permits?
Then the fast track is off the table, because the County's streamlined garage program excludes projects with unpermitted work. The regular route means showing the existing work meets code, which usually means opening walls and ceilings so an inspector can see framing, wiring and insulation. Sometimes rebuilding part of it costs less than proving it. Either way you see both numbers before you decide, and neither one is a surprise halfway through.
Will converting the garage raise my property taxes?
If it becomes an ADU or a JADU, expect it to. The LA County Assessor lists both, attached or detached, as assessable new construction.
Is there a meeting with the County inspector before work starts?
On the streamlined garage to ADU program, yes. Before construction starts, the owner and the County's building inspector hold a mandatory pre-construction meeting.
Can the conversion add a second story or extra floor area?
It can, but then it is no longer the streamlined program, which is single story with no added footprint. Adding area on a Stevenson Ranch lot brings back the questions an addition faces: soils near mapped landslide zones, hillside slopes, and wildfire rules on every new exterior surface. Our page on Stevenson Ranch home additions walks through each one.
Our backyard ends at a steep County slope. Is a garage conversion the easier way to add space?
Often it is. The work stays inside a footprint that already exists, well away from the hillside slopes and any Zone 25 easement that can limit a rear yard addition. Staging stays on the driveway, and no new footing goes near the bank.
What do you look at first on a Stevenson Ranch garage?
The parcel, then the garage. The parcel check covers the fire hazard class, nearby landslide and liquefaction mapping, the zone, and whether the lot can use the streamlined program at all. In the garage we measure the ceiling height, check the concrete, find the panel and the nearest drain, and look at what the new front wall has to become. You get a written scope and a fixed price that name the permit path before anything is torn out.
