Concrete does not dry, it cures, through a chemical reaction that needs water. The answers are unglamorous and they work. Joints are where you decide the cracks go
Control joints are cut into a slab so that when it shrinks, it separates along a line somebody chose. Spacing them correctly for the thickness, cutting them deep enough, and cutting them soon enough after the pour are three separate ways to get this wrong, and all three produce the same result: a crack that wanders across the middle of a driveway.
Reinforcement does a different job and people conflate the two. Rebar or mesh does not stop a slab cracking. It holds the pieces in plane afterward so the crack stays tight and the surfaces do not lift relative to each other. A driveway carrying vehicle loads wants both, correctly spaced joints and real reinforcement, and it wants a properly compacted base under all of it.
Two departments, and most people only know about one

Does a new driveway need a permit?
The portion on your property usually does, and the building division confirms the scope. The portion in the right of way is a separate permit entirely.
What about the apron where it meets the street?
That sits in the public right of way, which means an encroachment permit from the City's Engineering Services Division, not the building division you would deal with for the rest of the driveway. Two departments, two applications. There are also standards for what has to stay clear, including a minimum walkable sidewalk width. In the unincorporated areas the equivalent work goes through Los Angeles County instead. We sort out which parts of your job fall where before anything is scheduled.
Why does concrete crack at all?
Because it shrinks as it cures and because the ground under it moves. Neither is preventable. What is controllable is where the cracking happens, which is the entire purpose of control joints.
Can you pour in the middle of summer?
Yes, with the schedule built around the heat. Early morning pours, a dampened base so the ground does not draw water out from below, and keeping the surface moist through the first days of curing. On the worst days the right answer is to wait, and we would rather lose a day than hand you a slab that dusts and cracks in its first year.
How thick does a driveway need to be?
Thicker than a walkway, and the number depends on what drives on it and what the base is like underneath. A slab that will see a truck or an RV is a different specification from one that sees two cars. The base matters as much as the thickness, which is where cheap quotes usually save their money.
Rebar or wire mesh?
Rebar for a driveway, and understand what it is doing. Reinforcement does not stop cracking. It holds the slab in plane after a crack forms so the two sides do not lift relative to each other, which is the difference between a hairline you barely notice and a trip edge. Mesh has its place in lighter slabs. On something carrying vehicles it is not what we would put in.
What is the soil like here?
Variable, and worth taking seriously across the valley. Soils that expand when wet and shrink when dry move whatever sits on them, seasonally and repeatedly. That is why base preparation and compaction do more for the life of a slab than an extra half inch of concrete would. On the hillside parcels it gets more particular again and can call for a soils report.
Can you match my existing concrete?
Closely, not exactly, and anyone promising exactly is guessing. Cement color varies by batch, and existing concrete has weathered under valley sun for years. A new pour next to an old one will read as newer no matter what. Where a section is being replaced we will usually recommend a deliberate joint or a change of finish, which reads as a design decision, not a failed match.

Should I do pavers instead?
Genuinely worth weighing, and they solve a different problem. Pavers flex with ground movement instead of cracking, which matters on soil that moves, and a damaged section lifts out and gets replaced without a saw. They cost more up front, need a properly compacted base just as much as concrete does, and want the joint sand topped up occasionally. Concrete is the cheaper, lower maintenance surface. Pavers are the more forgiving and better looking one. On a driveway in expansive soil the flexibility is a real argument, not a sales point.
Can pavers go over the concrete I already have?
Sometimes, and only if what is underneath is sound. An existing slab that is stable and reasonably level can serve as a base. One that is already cracking and moving will simply move the pavers with it, and you will have paid to relocate the problem upward. Height is the other constraint, since adding a paver layer raises the surface at every threshold and at the garage door.
How long before I can drive on it?
Longer than you want, and it is the single most common way new concrete gets damaged. Foot traffic comes first, vehicles considerably later, and heavy vehicles later still. You get firm dates in writing, not a vague answer on the day.
Do you remove the old concrete?
Yes, breakout and haul away are in the scope. Old driveways are heavy and it is a real line item, so it appears as one instead of hiding inside a total.
What about a sloped or hillside lot?
Slope changes the design rather than ruling it out. Concrete on a grade needs the base keyed properly so the slab cannot creep downhill, and steep runs need a surface finish with enough texture to be safe wet. Where the fall is severe, steps or a terraced approach beat one long ramp, and there may be a retaining element that becomes its own permitted structure.
Where does the water end up?
Somewhere chosen deliberately, and this is the part cheap hardscape ignores. Every square foot of new concrete is a square foot that no longer absorbs rain. That water has to run somewhere, and the two wrong answers are toward your house and onto your neighbor. Grading, a channel drain across the apron, or a dry well all solve it. The slab gets designed with a fall to a chosen point before anyone pours.
Can concrete go near my oak trees?
Carefully, and it needs checking first, because the protected zone around an oak extends well past the drip line and paving inside it can require a permit and an arborist report. Covering a root zone with impermeable concrete also starves it of water and air, which harms the tree over years rather than immediately. Where hardscape has to go near one, permeable options and a route that stays outside the protected zone are usually workable.
Does stamped or colored concrete hold up in this sun?
The concrete does. The color fades, and integral color holds far better than a surface applied one. Stamped finishes in this climate want resealing on a cycle to keep looking the way they did on day one, so it is worth being honest with yourself about whether that will actually happen before choosing a finish that depends on it.
What about a pool deck?
Different requirements around a pool. The surface needs to be slip resistant when wet and not so dark it becomes too hot to walk on barefoot, which in this valley rules out a lot of otherwise attractive finishes. Drainage has to move water away from the pool rather than into it, and if the deck work counts as a substantial remodel it can bring the pool barrier requirements into play.
Will it crack in the same place the old one did?
Not if the reason the old one cracked gets fixed. A crack in the same spot twice usually means the base was never right, or a tree root is lifting it, or water is undermining one area. Pouring a new slab over an unresolved cause is paying twice for the same crack.
Do you do walkways and RV pads too?
Yes. Walkways, patio slabs, RV and boat pads, and equipment pads are all the same trade. An RV pad is a heavier specification than a driveway and worth saying up front, because it changes thickness, base and reinforcement.
Does concrete need sealing here?
Plain broom finished concrete does not require it and benefits from it. Decorative, stamped or colored work genuinely does, and on a schedule, because ultraviolet exposure in this valley is what fades it. First sealing waits until the slab has cured properly.
Can you fix a section instead of replacing everything?
Often. Whether it is worth it depends on why the section failed. Where a single panel has lifted over a root or settled at one corner, cutting it out and replacing it is straightforward. Where a driveway is cracking in several unrelated places, the base is usually the problem and patching is money spent on a symptom.
What is the first thing you look at?
The ground and the water. Where the fall runs, whether the base under the existing slab was ever compacted properly, what caused any existing cracking, and where rain currently goes when it hits the area. Those four answers decide the design.
